On the affordability work stream, the consultant’s role will be to conduct a review of case studies which cover both administrative (e.g. national, regional) and service provider levels, documenting alternative approaches to achieving greater WASH service affordability and proposing a framework for categorizing and implementing these response mechanisms. This will be published as a review paper. Following this, the consultant will develop a 15-20 page UNICEF guidance note on WASH affordability. The concept note and draft paper will be consulted internally before the guideline is finalized. In preparing for activities later in the year, the consult will make contact with country offices to discuss affordability implementation modalities and support, and identify countries ready for the support later in the year.

On other PF4C aspects, the consultant will develop a basic training course for WASH staff on PF4C, which can later be adapted onto the UNICEF Agora training platform. There will be a detailed course version (for 1 day training) as well as a summary version (1-2 hours).

The consultant will also be responsible for developing guidelines for making a WASH investment case, with a length of 15-20 pages in the template provided. Later in the year, a similar guidelines will be developed instructing countries how to make a WASH financing strategy.

The consultant will also support various types of PF4C studies or activities in 4 countries (potentially with 1 trip) in the first half of 2018, and continue with similar work in further countries later in the year, depending on demand.

Based on the various outputs generated during the years, towards the end of 2018, it is planned that the consultant will consult on which topic can be chosen for a UNICEF flagship publication on financing to be available for external audiences, which would then be elaborated and finalized in 2019.

Duty Station

The consultancy is home based, except for the duty travel (up to 20 days).


The consultancy will be carried out in 85 working days conducted over the period February – June 2018.

The expected results of the operational research with estimated days are presented by deliverable below. The number of days estimated includes trips and travel time. Activities in greyed cells are planned tasks for the second half of 2018, following a contract extension.


The consultant will report to the Senior Adviser for Scaling up WASH in WASH Section, New York.

Key qualifications, technical background, and experience required: 

  • Advanced degree (Masters or PhD) in science or social science. Preferably a PhD in Economics, Business or International Development (or of high relevance to this assignment)
  • A minimum of ten years professional experience in development field, of which 3+ years WASH sector experience, 10+ years economic analysis, 5+ years’ experience working with developing countries
  • Solid publication track record on sectoral development financing issues, including country and multi-country studies, analytical pieces, strategies, literature reviews and guidance documents. Prior experience on costing and affordability in WASH and other sectors is highly desirable.
  • Experience supervising teams to conduct technical studies in the field, including remote supervision.
  • Highly proficient in use of English with the ability to write in a clear and practical manner.
  • Familiarity with UNICEF mission, mandate and WASH programme is desirable.
  • As well as being fluent in English, good working knowledge of French or Spanish is desirable.

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.   

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage
