Background

 

 

The overall objective of the project is to promote sustainable production and utilization of upgraded biomass fuels in Georgia, encouraging the stakeholders to establish the pilot production projects through grant investments; start and develop biomass fuel utilization in the municipal sector.

The project was approved by the Global Environment Facility in November 2011, and started in mid-2013.  The project will end in 2017.

During the past period, several research programs were undertaken, including research into biomass raw material availability in Georgia and a feasibility study on the production and utilization of biomass fuel in Tbilisi, promotional and study materials were developed, a biomass fuel production and utilization business plan competition was conducted, and the first tranches of investment grants were awarded to support the successful businesses.  These grants should lead to the completion of several demonstration projects on biomass energy in 2016.

Several activities are planned for the remaining period of the project.  These include : awarding final portions of investment grants to producers and consumers of biomass fuels; completing procurement processes and establishing production and utilization; support for producers and consumers in technical, business and energy efficiency matters; development of a national bioenergy strategy and action plan; developing standards for fuels and equipment; establishing a bioenergy association; formulating a proposal for establishing a dedicated funding window for biomass projects; stakeholders meetings; and a range of other activities related to the promotion and popularization of biomass fuel in Georgia.

The objective of this consultancy commission is to facilitate the due process for developing the strategy and lead drafting of the strategy and the Action Plan documents and validate them with key stakeholders. During the preparation of the document, the consultant should facilitate stakeholder consultations and eventual government endorsement on all stages of work.

List of stakeholders includes, but is not limited to, the following organizations:

  • Ministry of Environment and Natural Resources Protection of Georgia
  • Ministry of Energy
  • Ministry of Agriculture
  • Producers of biomass fuel
  • National Forestry Agency
  • Ministry of Economy
  • Municipalities
  • Private companies
  • NGOs
  • International organizations
  • Education organizations

The project has prepared and supported the production of several reports, research studies and other documents.  All of them should be used to support and strengthen the Bioenergy Strategy development process and production of the action plan, and they will be made available to the appointed consultant.

The reports include a detailed inventory of biomass resources in Georgia; research into available funding sources for bioenergy projects, legal review, etc.

 

 

Duties and Responsibilities

The Expert will work under overall guidance from the Environment and Energy Team Leader at UNDP and under direct supervision of the Project Manager. S/he will also work closely with the project International Biomass Expert.

More specifically, tasks will include following:

  • In collaboration with the project management team and international expert, propose a detailed work plan for the assignment, with clear indication of actions, timelines, responsible parties and key milestones;
  • Undertake a short review of bioenergy strategies from other countries to inform the scope and contents of a bioenergy strategy for Georgia;
  • Plan and facilitate a series of meetings and workshops to ensure active engagement and inputs by all stakeholders in the process of the development of the strategy, to allow all stakeholders to review draft documents and participate in the production of the accompanying action plan;
  • Liaise with the international consultant on all aspects of strategy and action plan production when necessary;
  • Elaborate draft and finalized strategy and action plan documents;
  • Provide written translation of draft and finalized documents;
  • Prepare and deliver presentations on the strategy and action plan as part of the activities required to validate the documents with key stakeholders.

Workload and duration

Total number of working days during 11 month period July 2016 – May 2017 shall not exceed 40 work days.

Required Skills and Experience

Education:

  • A Master’s degree in fields related to Environment, Natural resources, Renewable energy, Public Policy and Administration, or other closely related field (minimum qualification requirement: 8 points).

Experience:

  • At least five years of relevant working experience in the field of renewable energy, environment, climate change or other related fields (minimum qualification requirement: 8 points);
  • Experience of working on issues related with policy making, strategy development, action plan development (minimum qualification requirement: 8 points);
  • Document reflecting the vision in regard to biomass energy strategy in Georgia (not exceeding 2 pages) (minimum qualification requirement: Fair understanding of the task – 5; Full understanding of the task - 10);
  • Prior work experience in public and business organizations on a managerial position is an advantage (each sector – 2 points; both sectors – 4 points);
  • Experience of development strategies and/or policies specifically on a national level is an advantage (5 points);
  • Experience in working for the international organization in the past 8 years is an advantage (4 points);
  • Experience in working with wide range of stakeholders (private, government, etc.) (3 points).

Language Requirement:

  • Fluency in Georgian and English languages, both - oral and written.

Evaluation:

Offerors will be evaluated against a combination of technical and financial criteria provided in the below table. Technical criteria consist of a desk review and an interview.Offerors not meeting any of the minimum qualification requirements will be disqualified and not considered for further review. Offerors passing 70% threshold of maximum obtainable scores 50 points as a result of the desk review, i.e. obtaining minimum 35 points, will be short listed and invited for an interview. Those offerors passing 70% threshold of maximum obtainable scores as a result of the technical evaluation (desk review and interview) will be shortlisted and requested to provide financial proposal.

Financial Proposal:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon installments, i.e. upon delivery of the services/deliverables specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount.

Deliverables:

  • Monthly progress reports including summaries of key meetings, agreements with partners, feedbacks - Monthly during the assignment period, third working day of every following month, starting September 5, 2016;
  • Provision of Work plan - July 27, 2016;
  • Provision of Initial draft and short review of strategies from other countries - September 7, 2016
  • Draft Biomass Energy Strategy - October 3, 2016;
  • Draft Action Plan - November 14, 2016;
  • Provision of Finalized Draft Biomass Energy Strategy - December 6, 2016;
  • Provision of Finalized Action Plan - March 15, 2017.

Payment Modality:

The consultant shall be paid lump sum in four (4) installments (according to deliverables stated in TOR) after the satisfactory completion of each task/deliverable as certified by UNDP.
