Action Contre la Faim (ACF) is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene (WASH), and care practices. ACF is looking for its program in Jordan for WASH – Behavior change & communication Project Manager

Monthly Basic Salary Range: 2042 JOD

General Position Summary

Action against Hunger, with funding from UNICEF, has been implementing a water, sanitation and hygiene programme to support Syrian refugees in Azraq Refugees camp. The WASH – Behavior change & communication project manager will be responsible for oversight of behavior change and community mobilization project component including planning, monitoring and management of the day-to-day implementation and operations, managing a team of staff & managing project budgets. The position includes developing tools for planning, assessment and intervention monitoring, and designing and supervising baseline and end line surveys (including KAP).

ACF is using ‘’Care Group Approach’’ as the main pillar of the behavior change and community mobilization project component which will be the main responsibility of the WASH – Behavior change & communication project manager. A Care Group is a group of 10 to 15 community-based volunteer behavior change educators who regularly meet with project staff for training and supervision. They are different from typical mothers’ groups in that each volunteer is responsible for regularly visiting 10 to 15 of her neighboring mothers, sharing what she has learned and facilitating behavior change at the household level. Care Groups create a multiplying effect to equitably reach every beneficiary household with interpersonal behavior change communication.

Previous experience in Care Group approach and or other behavior change communication methodologies will make you a successful candidate for the position.

Main Objective :

To identify and implement high quality WASH activities which are appropriate and comprehensive, in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.

Specific Objectives:

Mission 1: Contribute to deliberations on strategy and the positioning of the WASH Department

  • The WASH – Behavior change & communication Project Manager is responsible for:
  • ongoing, systematic and thorough analysis of the humanitarian situation in respect of WASH and of the context of intervention in his/her field of activity;
  • internal dissemination of information gathered and its analysis to the WASH Expert
  • taking part in the determination of strategy in his/her area of activity and sectoral strategy at national level
  • taking cognizance of transversal problems associated with WASH initiatives (HIV, Gender issues, Disaster Management, Environment, Handicap, etc.)

Mission 2: Identify needs and contribute to project elaboration

  • The WASH – behavior change & communication Project Manager is responsible for:
  • Identifying humanitarian needs in the field of WASH and in his/her area of activity, this to include the submission of reports pertaining to such matters
  • Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them
  • Participation in defining sot component of WASH programs
  • Contributing to the writing of the WASH sections of project proposals

Mission 3: Set up, implement and report on WASH projects

  • The WASH – behavior change & communication Project Manager is responsible for:
  • Setting up of the WASH program(s) taking into account the logical framework of the program(s), the budget, and the logistical and administrative processes of ACF
  • The quality of the programs established in conformity with the technical and project management standards of ACF
  • Identifying the technical constraints associated with the implementation of the projects
  • Proposing innovative technical solutions in response to such constraints
  • The implementation of technical recommendations concerning his/her project
  • Supervising his/her programs, by means of internal APR monitoring tools, regular presence in the field, maintenance of a timeline, monthly review of the budget
  • Preparing in time to meet deadlines the WASH components of external and internal reports relating to his/her projects

Mission 4: Contribute to the quality, accountability and impact measurement process of his/her program

  • The WASH – behavior change & communication Project Manager is responsible for:
  • Promoting and taking part in the evaluation of the impact of his/her project (external assessment)
  • Promoting and contributing to learning and improvement of quality (internal evaluation and joint visits)
  • Implementing complaints procedures for ethical and transparency reasons, particularly in respect of the beneficiary populations
  • Ensuring that all activities follow the MEAL framework with support from the MEAL officer

Mission 5: Participate in the coordination, representation and partnerships of ACF in his/her area of intervention

  • The WASH – Behavior change & communication Project Manager is responsible for:
  • Coordination of activities with other sectors and departments of ACF in order to ensure rational use of resources and optimum integration
  • Participation in visits by funding bodies whenever requested
  • Representing ACF and ensuring coordination with partners, the authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the WASH Expert
  • Contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
  • Reinforcing the WASH capabilities of partners

Mission 6: Supervise and manage the team

  • The WASH – Behavior change & communication Project Manager is responsible for:
  • Determining size and recruitment of his/her team
  • Ensuring that the staff have the skills to implement the project, either through training of working with the WASH Expert to source skills
  • Team management (leadership, monitoring, motivation)
  • Evaluation of team members
  • Staff development of team members

Mission 7: Contributing to capitalization and technical development in his/her sector

  • The WASH – Behavior change & communication Project manager is responsible for:
  • Capitalization of program-related data and documentation of the innovations achieved
  • Dissemination of the technical and operational expertise acquired in the course of the program
  • Contributing to the upward transmission of data from the ground the better to inform ACF communications

CANDIDATE PROFILE :

The successful Manager will combine exceptional behavior change and communication skills, and experience in maintaining donor and partner relationships. S/he will have previous experience in working in emergency programs in refugee camp context. S/he will also have proven experience capacity building, individual staff development and strong mentoring skills

Academic Background:

Degree in Public Health / Sociology/communication/and other related fields

Master Degree is a plus

Experiences: 3-5 years in an emergency setting with water, sanitation and hygiene project management or managerial experience.

Personal requirements:

  • Experience in refugee camp settings with time sensitive deliverables
  • Experience with the development, implementation & compliance of UNICEF programs.
  • Knowledge of humanitarian standards and codes, including SPHERE.
  • Knowledge of participatory approaches and community sensitization and mobilization.
  • Demonstrated ability to manage and communicate effectively with an ethnically diverse team
  • Strong experience of mentoring a team, identifying talent and building their capacity.
  • Demonstrated flexibility and creativity in planning and problem solving
