Objective and Purpose of the Assignment

 
 

The project readiness financing (PRF) will support the government in preparing engineering designs,
surveys, and other start-up activities (preparation and implementation of due diligence and procurement
support) for the proposed Funafuti Water and Sanitation Project. Together with the improvement of
project implementation capacity of the executing and implementing agencies, the PRF will support the
government in analyzing, assessing, and
potentially designing a new institutional framework to create an enabling environment for the ensuing
project. The proposed assistance is aligned with Tuvalu’s National Strategy for Sustainable Development,
2016–2020 and ADB’s country operations business plan, 2020–2022 for the Eleven Small Pacific Island
Countries.7 The assistance is also aligned with ADB’s Pacific Approach 2016–2020 and Strategy 2030 by
making cities more livable.

The PRF will streamline the initial investment project contract awards and expedite initial
disbursements for the project. The PRF will finance investments to (i) create an enabling environment
for the ensuing investment project (output 1), and (ii) identify project investments and complete
detailed engineering design (output 2). The PRF will finance consulting firms, a nongovernment
organization, and individual consultants.

Scope of Work

 
 

The project manager/water supply and sanitation utility specialist will work within the Central Project
Management Unit (CPMU) and will oversee the delivery the implementation of the project readiness
financing (PRF), and also build CPMU’s project management capacity. The project manager/water supply and
sanitation utility specialist will report to the CPMU Manager.

Project Management

(a) establish the project management unit (PMU) through the development and implementation of project
management processes, tools, and systems;
(b) develop prioritized workplan to deliver the PRF and the ensuing Tuvalu Funafuti Water and Sanitation
Project;
(c) lead and manage CPMU personnel;
(d) manage PRF procurement for the duration of the PRF. Ensure full compliance with ADB and CPMU (where
applicable) procurement policies and regulations;
(e) manage consulting firms engaged to deliver the PRF Package 2a – Project preparation Phase 1 and PRF
Package 2B – Project Preparation Phase 2 to ensure the PRF outputs are delivered within program and to
the agreed standards;
(f) lead CPMU coordination with National agencies to facilitate implementation of the PRF and delivery
of PRF outputs;
(g) ensure appropriate safeguards and governance controls are in place, managed and reported as required;
(h) maintain strong relationships with key PRF stakeholders;
(i) attend and report to the CPMU as required by the CPMU Chief Executive Officer;
(j) report to the National Infrastructure Steering Committee as required by the CPMU Chief Executive
Officer;
(k) provide coaching and mentoring to CPMU staff managing design and construction projects using best
practice project management; and
(l) provide knowledge transfer to CPMU staff.

Minimum Qualification Requirements

 
 

The project manager/water supply and sanitation utility specialist will have a degree in civil,
environmental, or mechanical engineering from a recognized tertiary institution and at least 15 years’
of relevant experience. Experience in Tuvalu or SIDS is highly desirable and experience working with
regional or international organizations will be viewed favorably.
