Objective and Purpose of the Assignment

 
 

The Karnataka Integrated and Sustainable Water Resources Management Investment Program (KISWRMIP) is a
Multitranche Financing Facility (MFF) program of the Government of Karnataka funded by the Asian
Development Bank (ADB). The program became effective in 2014 comprising 2 tranches. Tranche 1 is already
closed, while Tranche 2 became effective in January 2020. The main objective of the program is to
improve water availability to meet competing water demands in selected river basins by implementing
integrated water resources management (IWRM) in the State.

A major activity of the KISWRMIP is to develop river basin plans for river basins in the State starting
with the Tungabhadra (K8) and Vedavati (K9) sub-basins of the Krishna Basin. River basin plans for K8
and K9 sub-basin were developed under Tranche-1, while the river basin plans for Middle Krishna (K2),
Ghataprabha (K3) and Malaprabha (K4) sub-basins are to be developed under Tranche 2.

The objective of the assignment is to develop river basin models primarily on eWater Source platform
from distributary canals to sub-basin scales for the above cited sub-basins and Lower Bhima (K6) to
support the river basin plans which identifies future basin water resource development scenarios and can
be used to evaluate water availability in a river basin before and after these developments are
commissioned. The water balance/sharing models will also need to be developed which will serve as a tool
to guide the project authorities for day-to-day water management in canal network.

Scope of Work

 
 

The national River Basin Modeling Expert will support developing river basin models and running them to
provide inputs for development of river basin plans, management of irrigation command areas and for
other purposes such as sub-basin plans, water accounting and balance studies. The expert will also
support the River Basin Modelers of Water Resources Department (WRD), Govt. of Karnataka in building
their capacities in modelling. ACIWRM has adopted “eWater Source” as it’s modeling platform given its
flexibility to model policies for water management and the expert is expected to work on eWater Source
primarily. The expert can also benchmark the results utilizing other open source hydrological modeling
platforms.

Detailed Tasks and/or Expected Output

 
 

Under the supervision of the River Basin Management expert, Director (Technical) and the International
River Basin Modeler, the expert will support the river basin modelers, national consultants, partners
and the Chief Technical Advisor by advising and providing support on:

i. Hydrological and basin modelling to support river basin, sub-basin and land & water management
planning in Middle Krishna (K2), Ghataprabha (K3) and Malaprabha (K4) sub-basins of Krishna basin (study
area); Lower Bhima (K6) and refinement of the Tungabhadra sub-basin (K8 & K9) models.

ii. Development of a water balance/sharing model which addresses all supplies, demands and storages in
the study area and creation of an initial water budget for the study area. The model shall also
incorporate any legal or informal water sharing/use aspects to provide a full picture of the existing
hydrological environment.

iii. Analysis of a range of scenarios based on operating strategies/rules for integrated operation of
reservoirs and extraction points during the filling (Monsoon) and other options as may be developed.

iv. Water accounts and water balance for the study area.

v. Creating different future scenarios and identify future basin water resources development scenarios
(RB) which can be used to evaluate water availability in a river basin before and after new developments
are commissioned.

vi. Scenario analysis for conjunctive groundwater/surface water use and required management approaches
and studies of climate change impacts.

vii. Support in preparation/updating of a state-wide water resources inventory, database for
hydrological data for modelling purposes and water accounts.

viii. Capacity building of ACIWRM and WRD engineers, national consultants and other participants (from
universities and NGOs) in order to build the modelling capacity in the State.

ix. Prepare power point presentations of modeling activities and outputs for use by the staff of ACIWRM
and senior officers of government in various platforms as per the requirement.

Minimum Qualification Requirements

 
 

i. A bachelor’s degree in civil engineering, with post-graduate degree in civil engineering with water
resources engineering, hydrology or related discipline. With doctoral degree will be an advantage.

ii. At least 7 years’ experience in hydrology, hydrological and hydraulic modeling and water resources
planning.

iii. At least 5 years’ experience in water resources and river basin modeling and its applications to
river basin management.

iv. Experience in building river basin model on eWater Source modeling platform and other hydrological
modeling platforms. Training Certification from eWater Limited Australia will be an advantage.

v. Experience in working in projects related to river basin organizations/water authorities responsible
for water resources management and government policy.

vi. Experience in:
a. Data collection and generation from diverse sources, where local data is limited, to support
river basin modeling and planning; Data cleaning and validation.

b. Hydrological river basin models and their application in developing river basin plans and water
sharing arrangements.

c. Hydrological modeling at different scales including sub-basins/catchments and irrigation
command areas including for local land and water management plans.

d. Water balance studies at multiple scales.

e. Groundwater modeling and the conjunctive use of surface water and groundwater.

f. Climate change studies and in global climate models.

vii. Experience of working in Karnataka and knowledge of Karnataka state & it’s natural resources will
be an advantage

viii. Strong analytical, presentation, interpersonal and counselling skills.

ix. Strong communication and reporting skills with good command of the English language.

x. Strong computer skills are required with proficiency in MS Office.

xi. Ability and willingness to participate in a multi-disciplinary, innovative and enthusiastic team.
