ADWR is seeking a Water Resources Specialist II for the Recharge and Assured & Adequate Water Supply Programs.

 

JOB SUMMARY

This position is in a fast-paced, team-oriented environment. The position will primarily process applications for recovery well permits, underground storage facility permits, assured and adequate water supply determinations and and extinguishment/conveyance applications. Analyzes applications for consistency with regulatory criteria, technical criteria, accuracy throughout the application process. Additional duties will include review of program-related annual reports and long-term storage credit calculations. This position requires significant interaction with the general public, applicants, and their representatives. The position requires timely and accurate processing of complex data and a working knowledge of departmental policies and procedures as well as the statutes and rules governing recharge and assured and adequate water supply in the state of Arizona. 

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Knowledge of:

·         The ecological, hydrologic, engineering, and socio-economic aspects of water usage and water supply

·         The historical governmental involvement with water supply, usage, and resource management

·         Department policies and procedures, as well as the statutes and rules governing recharge, assured and adequate water supply, and the Groundwater Management Code

·         Current State and Federal water resource management laws and regulations, including water rights administration and water management planning

·         GIS, mapping, database construction, and maintenance

Skills in:

·         Establishing and maintaining effective working relationships within the Department, other governmental entities, private and public sectors

·         Analyzing and interpreting water resource management data

·         Effective written and verbal communication

·         Using computers and computer models to organize, analyze, and interpret water resource management data

·         Applying a multi-disciplinary approach to resolve complex, sensitive, and/or visible water resource management issues

 

Ability to:

·         Present complex technical and regulatory information in a concise and easily understood format both written and verbally

·         Analyze a situation, identify problem area(s), propose solutions and assist in implementation of those solutions

·         Independently gather appropriate information from documents or through content knowledge experts to support the decision-making process

·        Work effectively with individuals and groups, both internally and externally

·        Maintain a customer service orientation through interactions with clients, consultants, agency staff, and other individuals
