REQUEST FOR EXPRESSION OF INTEREST (INDIVIDUAL CONSULTANT)

CONSULTING SERVICES TO PREPARE AN INDEPENDENT ASSESSMENT REPORT ON THE IMPLEMENTATION AND COMPLETION OF THE NATIONAL WATER RESOURCE DEVELOPMENT PROJECT (PNDRH).

The Government of Mozambique (GoM) has requested a credit from the International Development Association (IDA), to fund the National Water Resources Development Project, and intends to invest part of the resources of this credit for payments under a contract for Water Services. Consultancy for the Preparation of an Independent Evaluation Report on the Implementation and Conclusion of the National Water Resources Development Project (PNDRH)

Consultancy has two precedent objectives; i) carry out an independent assessment of the entire project implementation, that is, see to what extent the project has achieved the expected results and specific objectives stated in the Project Assessment Document (PAD), determine how effectively the project has been carried out, capture the lessons learned for the future and assess the impact and sustainability of the Project, ensuring that the Client obtains the greatest possible benefit from the project. Based on the lessons learned from the design and implementation of the PNDRH, the report should present proposals on how, i) to maintain / sustain what was achieved by the project; ii) consolidate and maximize the legacy or investments made by the project (infrastructure, strategic plans and services) - increase the resilience of investments in a sustainable manner; and iii) improve stakeholder satisfaction, leading to increased sustainability of the project's investments.

Therefore, the National Directorate of Water Resources Management (DNGRH) invites individual eligible consultants to indicate their interest in providing their services for the above consultancy. Interested consultants must provide information that demonstrates that they have the relevant qualifications and experience necessary to perform the Services.

Consultants will be selected in accordance with the procedures defined in the World Bank Guidelines: “ Selection and Contracting of Consultants by Bank Borrowers ”, dated January 2011;
