BACKGROUND

The Global Water Partnership (GWP) is a multi-stakeholder action network dedicated to working with countries towards the equitable, sustainable, and efficient management of their water resources. We comprise 3,000+ partner organisations in over 180 countries. Our network of 65+ Country Water Partnerships and 13 Regional Water Partnerships convenes, and brokers coordinated action by government and non-government actors, supported by a global secretariat, set up as an Inter-Governmental Organisation in Stockholm, Sweden. GWP mobilises action for water security through a unique combination of social capital, shared values, credibility within the local and global water community, bottom-up orientation, and expertise. GWP is embarking on a new strategy that calls urgently for more attention and coordinated action towards water secure development. The strategy is anchored in promoting sound and integrated water resources management (IWRM) where key global or regional policy frameworks bring leadership focus, progress measurement, development partner action, and potential for financing. We find compelling and realistic opportunities for such engagements in the 2030 Agenda and the SDGs, the Paris Agreement, the Sendai Framework, and in transboundary cooperation initiatives.

The World Meteorological Organisation (WMO) is a key partner in GWP’s work, with joint programmes on drought management (Integrated Drought Management Programme – IDMP) and flood management (Associated Programme on Flood Management - APFM) as well as close cooperation in developing hydrological and climate information tailored to user needs.

SCOPE OF THE POSITION

The GWP Secretariat is seeking a highly motivated, energetic, and well-versed Water and Climate Specialist with experience in and passion for an integrated approach to drought and flood management and climate services for better water resources management and water-related adaptation.

The engagement of a senior specialist as a secondment to World Meteorological Organisation (WMO) will continue to operationalise the Memorandum of Understanding (MoU) signed by the heads of WMO and GWPO on 06 June 2019 with the following priority areas:       

  1. Strengthen the management of hydro-climatic extremes through the joint programmes on flood (APFM) and drought (IDMP);
  2. Strengthen the capacity of countries to develop high impact projects on water and climate;
  3.  Strengthen stakeholder engagement on developing water information and products at the regional and country level; and
  4. Joint programmes, project development, service delivery and joint resource mobilisation.

In these priority areas the senior specialist will ensure integration of the GWP Network in the work processes for continued development of the joint GWP-WMO Integrated Drought Management programme (IDMP), the GWP-WMO Associated Programme on Flood Management (APFM). Both programmes have combined over 60 institutional partners and provide considerable impetus to addressing water and climate related extremes more effectively in line with the Agenda 2030 for Sustainable Development, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction. The aim is to strengthen the HelpDesks and partners with expertise in these areas further as vibrant communities that support the development of knowledge and practical applications of integrated flood and drought management.

The senior specialist will also lead GWP’s engagement in related hydrological and climate services undertakings of WMO, including the WMO Hydrological Status and Outlook System (HydroSOS), early warning systems for flood and drought, the Global Hydrometry Support Facility (WMO HydroHub), the World Water Data Initiative (WWDI) and the Global Framework for Climate Services (GFCS) priority area on water. It also includes Regional and National Climate Outlook Fora, particularly with regard to helping to shape the development of a national, regional and global information and product system with inputs from users who take decisions on water resources management.

Overall, the position will enable increased and more effective application of the data, information, guidance and knowledge available through the WMO programmes and systems as well as other relevant organisations in international Geneva with a focus on GWP’s flood, drought and climate change adaptation programmes and projects. It will at the same time provide a connection of GWP’s network of over 3000 partner organisations to WMO’s work, in order to help link relevant WMO programmes to a clearly articulated demand by potential users.

The senior specialist will also facilitate and guide the work of selected Regional Water Partnerships and related Country Water Partnerships.

This position will report to the Chief Operations Officer (COO) on all matters related to the GWPO’s responsibilities and under the guidance of the WMO focal point on all issues related to WMO’s responsibilities towards IDMP and APFM.  S/He will work closely with GWP’s Technical Coordinator for Climate Resilience; GWP’s Global Head for Climate Resilience who leads the Global Water & Climate Resilience work programme, climate finance agenda as well as GWP’s resilience work on the African continent; and the Water & Climate Specialist who takes the lead on the support to country programming and knowledge agenda within the theme. The position will be integrated in the Technical Support Unit (TSU) for the IDMP and have her/his workplace at WMO in Geneva, with frequent travel to the GWPO Secretariat in Stockholm as well as to global conferences and regional projects. The position will also be supporting the TSU of the APFM and work closely with WMO staff and external members, including the IDMP and APFM Support Base Partners. The flow of information into and the feedback from the GWP Regional Water Partnerships will be an important component of the specialist’s activities, as well as acting as liaison for GWPO with Geneva based organisations.

DUTIES

Implement and develop GWP’s portfolio on water and climate extremes and hydro-climate services with WMO and other partners for a wide range of flood, drought and climate change adaptation and resilience programmes being implemented by GWP partner organisations and others throughout the Network. Also support one or more GWP regional water partnerships. More specifically the senior specialist will undertake the following tasks:

Programmatic responsibilities

  1. Establish a close working relationship within both TSUs and in the coordination with WMO and other entities, including Geneva based organisations of relevance to GWP’s work;
  2. Liaise closely with GWPO and facilitate compatibility and synergies of IDMP, APFM and broader WMO activities GWP´s work, particularly relating to water and climate resilience at global, regional and country level;
  3. Jointly with WMO and partners lead the development and growth of the IDMP HelpDesk and act as the GWP focal point for APFM HelpDesk requests;
  4. Strengthen the HelpDesks and knowledge communities further as vibrant communities that support the development of knowledge and practical applications of integrated flood and drought management.
  5.  Further develop and apply the three-pillar approach to integrated drought management, which the IDMP helped to shape
  6. As part of the APFM and IDMP team, facilitate and coordinate the identification and promotion of proactive drought and flood management policies
  7. Address the needs of global, regional and local stakeholders and GWP and WMO Partners, both in relation to running the IDMP and APFM programme and for subsequent implementation and application of the methods developed through the IDMP and APFM;
  8. Lead the GWP network’s contribution and engagement in hydrological and climate services undertakings of WMO, including the WMO Hydrological Status and Outlook System (HydroSOS), early warning systems for flood and drought, the Global Hydrometry Support Facility (WMO HydroHub), the World Water Data Initiative (WWDI) the Global Framework for Climate Services (GFCS) priority area on water, the Alliance for Hydromet Development, the WMO Country Support Initiative (CSI) as well as WMO’s work on the climate rationale with the Green Climate Fund and partners.
  9. Engage proactively in resource mobilization opportunities through the development of programmes, project development and service delivery, particularly to help unlock climate finance for climate resilient water projects.
  10. Liaise closely with GWP regional and country operations with a view to mobilise resources and to integrate flood, drought and climate change resilience data, preparedness measures, information, guidance and knowledge into implementation programmes and projects that mitigate negative impacts, enhance benefits and increase resilience to floods and droughts;
  11. Jointly with the GWP, WMO and partners’ organisation communication services disseminate the results of the TSU activities in the GWP regional and country teams and assist in their uptake and application;
  12. Represent GWP at regional and international events and activities, particularly in Geneva.

Operational regional responsibilities

  1. Advise, guide and support the development and implementation of regional strategies, work programmes and workplans.
  2. Support the development of partnerships and networks at regional and country levels and improve regional fundraising strategies, capacities and activities in support of implementing the GWP Strategy.
  3. Support global and regional implementation of the GWP work programme management in planning, monitoring, evaluation, reporting and learning.
  4. Coordinate with a range of international organisations, including UN agencies, bilateral and multilateral funding agencies and knowledge partners at the regional and country level to support selected GWP regional teams in building capacity in relation programme opportunities.
  5. Support the effective administration of selected GWP regional teams, in liaison with the regional host institution as appropriate.
  6. Monitor and support selected GWP regional water partnership budgets and reporting requirements, both financial and programmatic, in coordination with the GWPO Finance and Communications Units. 
QUALIFICATIONS AND EXPERIENCE

Technical

  • Academic Qualification: Advanced University degree in hydrology, environmental science, environmental studies or related field.
  • Experience: At least 10 years of combined experience in, and good knowledge and understanding of, drought and/or water resources management, including the benefits and complexities of the integrated water resources management (IWRM) approach and of the current global trends regarding water security and development as well as of global climate change and disaster risk reduction processes;
  • Knowledge: Demonstrable knowledge of flood and drought management at the regional or country level and engagement with hydrological and climate service development;
  • Relationship Management: Achievements in brokering and maintaining effective relationships with a wide range of stakeholders as well as developing and implementing strategies to foster change;
  • Program and Project Management: Experience with programme/project management cycle (from proposal development to implementation, monitoring and evaluation), including results based management; highly developed attention to detail and a passion for good planning and smooth execution of activities involving several others. Excellent organisational skills, with ability to prioritise work among multiple competing demands, and under tight deadlines.  Ability to manage multiple workflows at the same time. Ability to thrive in a fast-paced work environment where adaptability is essential
  • Fundraising: Experience with – and ideally a positive track record – in fundraising and a good understanding of the funding prospects for organisations such as the GWP Network on climate resilience.
  • Communication: Excellent written and oral communication skills; fluency in English required, other UN languages, in particular Russian, are an advantage.
