BACKGROUND

Global Assessment of the State of Nature and Biodiversity Safeguarding Actions in the Northern Areas of Pakistan is a two year project funded by Italian Agency for Development Corporation (AICS), Government of Italy. The project is being implemented by IUCN Pakistan.
This project has two specific objectives. The first specific objective is to improve the knowledge of the global state of nature and to help bring the degradation and the loss of biodiversity into mainstream political and economic decision making.
The second specific objective is to safeguard the biodiversity and livelihoods of local communities in selected locations of the northern areas of Pakistan. The northern areas of Pakistan, which are home to a variety of fragile ecosystems, are vulnerable to the effects of climate change, including glacial melting.

JOB DESCRIPTION

MAJOR RESPONSIBILITIES:

The Environment and Climate Change Expert will be responsible for the overall programme implementation and development related to Environment and Climate Change. He/She will be responsible for conducting Strategic Environmental and Social Assessment (SESA) in line with the requirements of the Strategic Environmental Assessment Guidelines developed under National Impact Assessment Program (IUCN) and follow the World Banks SESA phases.

SPECIFIC DUTIES:

Under the overall supervision of Country Representative-IUCN Pakistan, the Environment & Climate Change Expert will review and document following:

1. PROJECT IMPLEMENTATION:
1.1 Review current projects, plans and trends under the framework of CPEC in Gilgit-
Baltistan;
1.2 Review existing legal, regulatory and contractual framework for mega infrastructural
development projects in GB, including draft legislation/regulations under development by
the Government of GB;
1.3 Collect and document information about high-potential projects or programmes in Gilgit-
Baltistan that may emerge from recent mega infrastructural development in GB including
those under CPEC and that are likely to have environmental and/or social impacts
1.4 Review the most relevant SEAs and EIAs related to mega infrastructural development in
Gilgit-Baltistan including those under CPEC conducted during the last 5 years;
1.5 Identify the strategic objectives to be attained in the environmental and social
assessment (e.g., water quality, air quality, geology and soils, biodiversity, and socio-
economic.);
1.6 Identify geographical scope of SESA. Based on previous work and surveys identify
sensitive ecosystems, protected areas, areas of high biodiversity value, and areas of
high archaeological and cultural heritage value.
1.7 Identify perceived social problems associated with development including those under
CPEC, including possible impact on local culture and values due to migrant or temporary
foreign labor force.
1.8 Compile and describe the relevant policies, laws, regulations, and guidelines on
environmental, social, safety and biodiversity in Pakistan, including environmental
licensing requirements. This also includes:
1.9 Identify and evaluate the environmental and social consequences and risks, including
climate change risks associate with existing developments and plans for investment under
CPEC;
1.10 Identify and map out the geographic zones that will be included in the baseline
assessment for the SESA;
1.11 Identify and analyze any potential gender-specific impacts and opportunities of the
development projects including those under CPEC – including how men and women may
differently experience risks and benefits of the sector;
1.12 Examine the potential impacts on important natural sites along KKH based on the past
studies conducted by IUCN and other similar organizations.
1.13 Provide a summary of the strategic potential impacts of the current and proposed
developments project including those under CPEC on the ecosystem services including:
1.14 Provisioning services, which are the products people obtain from ecosystems;
1.15 Regulating services, which are the benefits people obtain from the regulation of
ecosystem processes such as flood control and climate regulation;
1.16 Cultural services, which are non-material benefits people obtain from ecosystems such as
recreational, aesthetic, and spiritual benefits; and
1.17 Supporting services, which are natural processes that maintain other services, including
nutrient cycling and photosynthesis that support the above three categories.
1.18 Support implementation of project activities in collaboration with Project Manager, as
per the project document and as per IUCN rules and regulations.
1.19 Participate in key follow-up discussions necessary to further disseminate and explain the
findings and recommendations of the SESA, particularly to the Government of Pakistan, its
institutions, and IUCN Pakistan.
1.20 Review existing environmental and social licensing mechanisms;

2. DOCUMENTATION AND REPORTING:
2.1 Document the national and local environmental and social best practices and develop
operational standards guidelines for the development sector;
2.2 Propose creation of protected areas or exclusion zones (No Go areas, buffer zones);
2.3 Propose creation of mechanisms for the social distribution of benefits, royalties, etc.;
2.4 Present a series of recommendations arising from key findings of the SESA including
guidance on:
2.5 Capacity building needs of relevant government institutions;
2.6 Timelines for implementation of the recommendations; and Government Agency responsible
for implementation.
2.7 Develop and revise the draft report of SESA based on stakeholder inputs, document the
consultations and their results in the report, and submit a draft final report to IUCN
Pakistan, for review and endorsement.
2.8 Prepare the final report of SESA, incorporating revisions suggested by the reviewers and
IUCN Pakistan.
2.9 Prepare activity specific work plans and progress reports in coordination with Project
Manager as per the project document and signed agreement.
2.10 Coordinate and facilitate the-ground implementation of the related tasks in the project.
2.11 Liaise with the respective government departments for the effective implementation of the
project as well as exploring further opportunities for expansion and enhancing the
impact.

3. TECHNICAL SUPPORT:
3.1 Provide technical support and facilitation to the Project Manager in all interventions
related to the project particularly on EIA, SESA and climate change mitigation and
adaptation.
3.2 Identify the additional technical support required within or outside the organization in
coordination with Project Manager.
3.3 Explore opportunities and assist programme development for resource mobilization for the
extension of project beyond project duration and other relevant programme development
related to climate change and biodiversity.

4. PROGRAMME DEVELOPMENT:

4.1 Explore opportunities and assist programme development for resource mobilization for the
extension of project beyond project duration and other relevant programme development
related to climate change and biodiversity.
4.2 Explore opportunities and assist in overall IUCN programme development for Northern
regions.
4.3 Actively liaise with the respective government departments and develop a continued
relationship for other relevant opportunities with respect to Climate Change and
Biodiversity and other aspects of environmental concerns.
4.4 Develop linkages with prospective donors, through regular interaction, aligning the
climate change and biodiversity programmes with donor priorities and negotiate for
channelizing funds/developing new and innovative alliances.
4.5 Provide conceptual leadership and ensure scientific rigor in the development of the
Climate Change dimensions of the IUCNP projects and programs, including sub-national
strategies and strategy of Climate Change Programme.
4.6 Facilitate linkages among the relevant programmes and projects.

5. OVERALL SUPPORT:
5.1 Assists in keeping track of respective activity budget and ensure that the project
expenses are strictly in line with the budget and expenses are made as per IUCN
procedures for requisite approvals.
5.2 Contribute to the monthly financial and progress reports of the implementation of project
activities along with plan for next month.
5.3 Contribute and ensure that the lessons learnt through the project are documented and
internalized in IUCN Pakistan’s current and future work are incorporated in the donor
reports.
5.4 Collaborate with Project Manager ensuring the effective M&E system as per the goals and
objectives of the project.

6. NETWORKING AND REPRESENTATIONAL FUNCTIONS:

6.1 Coordinate with government line departments, donors, partners and stakeholders in
representing the project in meetings in coordination with Manager Islamabad Programme
Office and Project Manager.
6.2 Coordinate with the Project Manager and Manager Islamabad Programme Office in regular
donor coordination.
6.3 Coordinate with the Project Manager and Manager Islamabad Programme Office in regular
coordination with all stakeholders working in GB on other development projects.
6.4 Manage and coordinate the development and maintenance of a dynamic and enabling culture
and spirit at GB.
6.5 Provide active input to the formal and non-formal fora of IUCN and GB government.

7. Any other duties that may be assigned from at any time by the Supervisor/s.

REQUIREMENTS

 
• The incumbent should have a Master’s degree in Natural Resource Management

• At least 10 years of relevant experience with international organizations, preferably in development of projects and programme/project management in the development sector, with the ability to lead a team.

• In the overall experience, at least 4 years’ experience of working on SEAs and Climate Change.

• Demonstrate strong collaboration and liaison with the relevant Government departments.

• Demonstrated experience in applying Results Based Management tools in managing complex donor-funded projects.

• Expertise in project formulation and implementation will be an added advantage.

• The candidates must be well versed in written and spoken Urdu/English/local language with strong analytical and interpersonal skills, positive attitude and ability to work in a team and willing to travel in connection with project activities.
