The MEL Specialist will lead the implementation the Monitoring, Evaluation and Learning (MEL) strategy on the project. This will include progressively implementing and updating the MEL strategy, systematizing existing results frameworks for greater consistency and easier tracking, scaling up and refining the monitoring systems to generate rich analysis that will allow monitoring progress. The MEL Specialist will also support staff in implementing program evaluations and measuring impact.

ABOUT THE PROJECT:

Southern Africa is in transition with increasing pressures from human population growth — it is predicted that the region’s population will more than double by 2050 — and increasing temperatures, decreasing rainfall, and more frequent and intense weather events are projected to significantly impact ecosystems, agriculture, energy needs, and water provision across the region. While the region is richly endowed with charismatic endemic wildlife, mineral resources, and institutions of significant technical capacity, poverty, corruption, and inequality stand at unacceptable levels, leaving vast populations struggling to find a path to prosperity in a challenging and changing environment.

There are four key objectives of the Resilient Waters Programme: 1. Improve transboundary water security and resource management; 2. Increased access to safe, affordable and sustainable drinking water and sanitation services; 3. Strengthen the ability of communities and key institutions to adapt to the impact of climate change; and 4. Conserve biodiversity and ecosystems.

PURPOSE OF THE ROLE:

The MEL Specialist will lead the implementation the Monitoring, Evaluation and Learning (MEL) strategy on the project. This will include progressively implementing and updating the MEL strategy, systematizing existing results frameworks for greater consistency and easier tracking, scaling up and refining the monitoring systems to generate rich analysis that will allow monitoring progress. The MEL Specialist will also support staff in implementing program evaluations and measuring impact.

REQUIREMENTS: 

  • Master’s degree in a relevant field.
  • At least 5 years of directly relevant work experience in monitoring, evaluation and learning.
  • Experience designing and implementing monitoring and evaluation frameworks within the international development sphere, including designing results frameworks, producing learning-oriented monitoring analysis and managing external evaluations.
  • Knowledge of monitoring and evaluation approaches in theory and in practice
  • Knowledge of social science methods, research study design, outcome measurement, and statistical analysis is desirable.
  • Experience in analysing and presenting data effectively for a wide range of audiences, with attention to detail and user profile.
  • Excellent oral and written communication skills and fast learner preferred.
  • Ability to work well under pressure to meet multiple deadlines in a fast-paced work environment, as a team player.
  • Strong facilitation and capacity building skills.
  • Strong analytical skills.

RESPONSIBILITIES:

  • Oversees MEL plan’s implementation and measures impact of activities and achievement of outcomes over the life of the project
  • Collects, aggregates, and validates data to capture stakeholder feedback and support triangulation, working closely with the RBOs to assess their ability to drive progress and collaborative action to achieve results
  • Leads development of tools for data collection, storage, and analysis; facilitates data and information flow to enable all parties to monitor and adjust activities using adaptive management
  • Monitors project planning and implementation and track result data
  • Trains staff and partners on the MEL system, collection methods, and tools
  • Reports to the Chief of Party
