Overview:

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people.  The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread. 

Role and responsibilities:

The WASH Technical Officer will act as the program’s technical focal point for a single core competency team within an area office. S/he will provide technical quality support to the field team and ensure adherence to programming specifications and standards. S/he will support the project manager with quality control and assurance to WASH program designs, drawings, Bill-of-Quantities (BOQs) and other related products.

Specific Responsibilities:

-Project Implementation. As delegated by line-manager, responsible for supporting the successful implementation of all WASH projects delivered through direct implementation modalities throughout the full project cycle. This includes – but is not limited to – administers the project’s activities including maintaining the project’s archive, ensures that all project-related documents are scanned and stored electronically, and ensures proper filing of project’s documents that are submitted by the field teams.
-Technical Quality. Responsible for supporting technical quality in accordance with the agreed NRC Syria Response Country and CC Strategies, tools and guidelines. This includes – but is not limited to - ensuring the compliance of all WASH projects with Housing, Land and Property (HLP) requirements, meaningful consultation with affected populations throughout the project-cycle, needs-based targeting and selection, and integration with other Core Competencies (where relevant).
-Assessments. As delegated by line-manager, responsible for supporting WASH technical components of Area Office-level needs assessment. This will include Rapid Needs Assessments (RNAs), Multi-Sector Needs Assessments (MSNAs), Detailed/Sectoral Assessments and reviewing technical designs, Bill-of–Quantities and drawings for WASH program.
-Protection Mainstreaming. Responsible for supporting protection mainstreaming in all WASH or related activities throughout the project cycle. This includes – but is not limited to – ensuring the safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realization of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.
-Project M&E. Responsible for accurate and high-quality Monitoring and Evaluation of NRC WASH-related activities, including Reporting, information management and archiving. This will include - but is not limited to – the successful implementation of all WASH output and outcome monitoring conducted by NRC. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.

Generic competencies:

- Minimum (3) years of experience from working within technical expertise area in a humanitarian/recovery context
- Minimum one year of previous experience from working in complex and volatile contexts
- WASH expertise
- Fluency in English, both written and verbal

Specific Responsibilities:

- Bachelor Degree or above in Civil, Water and Environmental Engineering, or similar;
- Knowledge of the context in Syria;
- Previous relevant experience in construction or WASH activities in rural areas and camps;
- Proficient in Microsoft Office Applications, mainly Word and Excel
- Proficient in ProjeCAD, AutoCAD or any similar Applications for drawing;
- Experience in GIS mapping is an advantage
