Operating within the Program, you will be responsible for delivering a water accounting system and responsive online public information platform to provide transparency, and support both customers and DNRME decision making. This will include working collaboratively with water entities to develop innovative systems and processes and prepare a business case for the optimal solution.

The Role

The Program has been established to drive more transparent, sustainable and equitable rural water management across the state.  The program has significant public commitments under the Independent Audit of Queensland Non-Urban Water Measurement and Compliance and the Murray-Darling Basin Compliance Compact. The Program, is delivering better systems, policies and processes to give Queenslanders confidence that our water resources are being managed fairly and responsibly. 

Operating within the Program, you will be responsible for delivering a water accounting system and responsive online public information platform to provide transparency, and support both customers and DNRME decision making.  This will include working collaboratively with water entities to develop innovative systems and processes and prepare a business case for the optimal solution.

Key Duties and Accountabilities

• Provide timely and strategic advice and recommendations to the Executive Director (ED), Deputy Director-General (DDG) Natural Resources, RWMP (Rural Water Management Program) Steering Committee, the RWMP Executive Oversight Committee and the Minister.

• Develop a business case for a new water information system, including concept scope, options analysis, delivery mechanisms, and costings.

• Ensure the policies, systems and implementation programs developed meet RWMP objectives and provide for: effective management of risk; cost effective outcomes; optimisation of available technology; sound proof of concept assessment; capacity for implementation; and sound levels of stakeholder and user acceptance. 

• Lead a high performing and financially sustainable workforce that demonstrates the values of the Public Service and the principles of the department.

• Develop and maintain productive and respectful internal working relationships and ensure that: departmental officers and works groups are effectively involved and communicated with; the use of available skills, knowledge and expertise is optimised; and the range of views, potential options and solutions are sought and considered.

• Develop and maintain effective relationships with key external and interagency stakeholders and undertake productive consultation with these stakeholders that provides for successful delivery of the Water Plan Information Systems and the RWMP as a whole.

• Develop well-conceived operational and project plans for Water Information Systems sub-program deliverables and ensure on-time delivery of these plans.

• Ensure effective governance of the Water Information Systems sub-program including management of budget and resources in line with allocations and accountabilities; HR policies and procedures are appropriately applied; provision of reporting in accordance with Division and Corporate requirements; participation in Division and Corporate initiatives.
