Global Monitoring, Evaluation & Learning Lead
Living Water International exists to demonstrate the love of God by helping communities acquire desperately needed clean water, and to experience "living water"—the gospel of Jesus Christ—that alone satisfies the deepest thirst.
In 1990, we set out to help the church in North America be the hands and feet of Jesus by serving the poorest of the poor. More than a billion people in the world live on less than a dollar a day. At least 844 million people lack access to safe drinking water.
For all practical purposes, these statistics refer to the same people; around the world, communities are trapped in debilitating poverty because they constantly suffer from water-related diseases and parasites, and/or because they spend long stretches of their time carrying water over long distances.
In response to this need, we implement participatory, community-based water solutions in developing countries. Since we started, we have completed over 20,000 water projects (and counting!). We currently serve the thirsty in seventeen countries outside of the US.

The Global Monitoring, Evaluation & Learning (MEL) Lead plays a key role on the Program Development team to help ensure quality programs through better decision making and increased accountability. This comes through building the culture and systems to turn program data into information that can be used for results-based management. They will collaborate with international staff to build MEL systems, tools, and capacity, provide technical assistance, facilitate organizational learning, and increase the transparency and accessibility of Living Water’s program data.

KEY TASKS AND RESPONSIBILITIES
Leadership & Capacity Building
- Develop/improve MEL policies, systems, processes, and tools
- Deliver training and technical assistance to key staff in country offices, focused on research methodologies, mobile data collection, sampling, data analysis, developing MEL plans, developing knowledge products, and other relevant topics
- Build a community of practice with global MEL staff
- Develop collaborative partnerships with organizations (locally and globally) that strengthen Living Water's knowledge and capacity in MEL
- Manage/enhance a research internship program
- Assist the Program Development team in developing the MEL portion of grant applications
- Develop/enhance the systems and tools for collecting, analyzing, and reporting on monitoring data
- Manage the organization's indicator grid, providing revisions as necessary
- Assess the existing monitoring database, make recommendations on revisions
- Provide guidance/direction to staff to ensure the systematic collection and reporting of quality program data
- Steward/enhance global standards, results frameworks, and tools for program evaluations
- Build a data management system for program evaluation data
- Manage the global rollout of the Most Significant Change technique
- Research/apply emerging research methodologies to ensure all aspects of the Theory of Change are being evaluated
- Provide technical assistance to country offices in the selection of local M&E experts and external evaluators
- Lead ad hoc research projects, based on the Learning & Innovation agenda, gaining internal support and securing necessary resources
- Help steward/lead the organization's Learning & Innovation agenda
- Build systems for the documentation and sharing of programmatic innovations through knowledge products, webinars, etc.
- Manage/continue to develop an evidence base that supports the Theory of Change
Data Analysis & Reporting
- Increase the transparency/accessibility of M&E data to all stakeholders
- Conceptualize new ways of analyzing, using and reporting on program data
- Lead the effort to publicize Living Water's results/innovations through conference presentations, journal articles, and online reports, with an emphasis on developing capacity for country office staff to publish
- Promote the sharing of data and results across the organization to foster learning
MINIMUM EDUCATION / EXPERIENCE
- Master's degree in relevant field (e.g. economics, econometrics, international development, public health, behavioral sciences, with major components that include research methods and statistical analysis).
- 3 years of experience working in internationally-focused monitoring, evaluation, and/or relevant research
- Experience living and working in a developing country preferred
- Proficiency in Spanish or French preferred
- Willingness to travel regionally or internationally up to 20 percent of the time
- A leading candidate will have the following competencies:
- Exceptional oral and written communication skills in a multi-cultural environment
- Critical thinking and analytical skills/problem-solving
- Project Management, including stakeholder management (PMP, PMDPro certification a plus)
- MEL system design and implementation (beginning to end)
- Strong knowledge of major quantitative and qualitative Monitoring & Evaluation methodologies, survey design and development, sampling strategies, and data collection
- Proficient in data analytics software and Microsoft Office products (Salesforce experience a plus)
- Peer coach and mentor, experience working in a collaborative team work environment
- Builds relationships and works well cross functionally; external vendor management capabilities

WORKING ENVIRONMENT / CONDITIONS
- Standard office environment in Houston corporate office.
