Purpose of Activity/Assignment:

With changing demographics from rapid urbanization and its effect on children, the UNICEF’s 2016 to 2030 WASH strategy highlights urban WASH programming as an important emerging area for the organization. UNICEF Bangladesh Country office (BCO) has been supporting Government of Bangladesh (GoB) in planning and implementing an urban WASH programme since 1998. We have a list of success stories and best practices in providing WASH support to the City Corporations/Municipalities and also with WASA. The next step is to develop an urban WASH framework to position UNICEF’s Urban WASH work in the face of current environmental, climate and socio-economic trends while building on strengths and successes of past programming. This also needs to be well informed by an analysis of what other partners are doing and planning in this area. In addition, areas critical for Urban WASH such as climate resilience, drainage, wastewater management and energy efficiency are areas need to be newly developed.

The purpose of this consultancy is to develop a comprehensive urban WASH framework to position and guide UNICEF’s engagement and support for urban WASH programming and define what UNICEF is best – placed to contribute to urban WASH given its mandate, capacity and comparative advantage in line with UNICEF strategy and government priorities.

The framework will be developed to provide guidance for a better country specific urban WASH programming approaches and sustainable operationalization in different types of urban contexts (Municipalities/City Corporations) being aligned with Child Friendly City Initiatives (CFCI).

Background:

The urban population of Bangladesh, which is already 53 million, will be more than double at 112 million by 2050 and Dhaka will be the sixth largest megacity in the world by 2030. In Dhaka alone, more than 4 million people are estimated to leave in the city’s more than 5,000 slums. Around 500,000 people commute every day to and from Dhaka for different livelihood purpose. With climate change impacts and increasing levels of industrialization, urban areas are particularly vulnerable to climate change impacts and environmental degradation due to overburdened or lacking WASH infrastructure, waste management challenges, paved surfaces and lack of drainage systems, limited space for water storage. Groundwater resources are under pressure from overexploitation, pollution and a lack of recharge areas. 

Migration is the main driver of urban growth. Migration is fueled by extreme rural poverty, landlessness, climate change effect, lack of basic services and large urban-rural wage differentials. Migrants relocate to the cities in Bangladesh mainly for economic reasons- leading to a rapidly growing vulnerable segment of the population being left behind in provision of basic services as water and sanitation services.

Despite the urban growth trends and projections, Bangladesh does not have an explicit urban policy. Political commitment to managing and planning for rapid urban growth, leveraging the benefits of urbanization, and ensuring inclusive and sustainable urban development outcomes has not been demonstrated in a tangible way. There are significant gap in service delivery in terms of safe water supply, sanitation, solid waste and faecal sludge management.

To achieve the SDG6 targets of universal access to safely managed water and sanitation in the country, there is need for more focus on extending WASH services to the poor and marginalized population living in urban slum across the country towards ensuring that no one is left behind. As per Child Wellbeing Survey in Urban Areas of Bangladesh, 2016; only 19% slum dwellers in City Corporations have improved sanitation facilities, and 35% have a specific place for handwashing. Access to water is almost 100% but water quality is a big issue particularly in terms of bacteriological contamination.

Bangladesh became a lower middle-income country in 2018. In the next couple of years, the country will enter to the middle-income status. The Government of Bangladesh (GoB) is now taking many projects, both in rural and urban areas to improve the WASH situation in the country. The GoB projects in the City Corporation/ Municipalities are not targeted the low-income communities or slums. To promote equitable access to WASH services in urban areas of Bangladesh, UNICEF BCO will use the urban WASH framework to strategically support government to design and implement inclusive urban WASH programme that would address the needs of the poor and most vulnerable populations.

To qualify as an advocate for every child you will have…

  • Advanced university degree (minimum master’s degree level) in one of the disciplines relevant to the following areas:

    Engineering/Social Science/ Social welfare/Economics, Public Health, Planning / Development studies or any other field relevant to urban WASH.

  • Ten years of progressively responsible professional experience in the areas of WASH in the UN and or other international development organizations, governments, NGOs.
  • Extensive experience in urban WASH and very good understanding of urban WASH landscape and stakeholders is essential.
  • Experience of developing strategy/policy/framework is required for large institutions.
  • Excellent English and Bangla communication skills.
  • Experience of working with Govt. and UN/INGOs.
