Job Purpose or Objective(s):  Responsible for developing, implementing, and functionally managing water planning activities/grants, documents, and outreach. Develop planning documents identifying water related deficiencies in community infrastructure, demand, supply, projected growth, and untapped regionalization potential, develop sensible actions to increase sustainability in those communities, and assist in implementation of those identified issues. Work closely with water quality, water quantity, climate, geologic, and engineering data. 

 

Primary Tasks:

  1. Conduct data recruitment, perform data analyses, identify data shortages, and identify sustainable pathways for water related deficient; develop comprehensive analyses to establish a framework for implementation of suggested actions or documents to assist communities for an increase in sustainable management of water resources; identify grant opportunities for environmental and economic sustainability and improvement.
  2. Interpret technical reports including engineering, geologic, hydrologic, hydrogeologic, infrastructural, and environmental to efficiently develop water resource planning documents and comprehensive reports.
  3. Cultivate and maintain professional working relationships and partnerships with communities, towns, and organizations to understand community, environmental, and economic needs including data analysis, report development, and action items for sustainability.
  4. Manage multiple data platforms and coalesce data into comprehensive, concise, and organized, reports, action items, and speaking points.
  5. Assist with coordination of funding and grant opportunities related to water planning, economic development, and sustainability.
  6. Assess local resource needs that could provide a higher quality of life.
  7. Attend/participate in networking and conference opportunities to increase knowledge and understanding of environmental issues.
  8. Provide presentations on significance to community leaders and stakeholders at different environmental, economic, and rural/urban development platforms
  9. Develop drought contingency plans, alternative water source supplies, and concise technical and non-technical documents.
  10. Other duties as assigned.

Required Education, Skills and Experience:

 

MINIMUM

  • Bachelor of Science Degree
  • Ability to identify data gaps, conduct analyses, and compose comprehensive documents to establish sustainable communities. 
  • Work with little or no supervision
  • Experience with scientific protocols, scientific reports, public speaking, and gap identification
  • Experience with Geographic Information System (GIS) software
  • Knowledge of federal and state water law, policies, and regulations
  • Experience in urban development planning, community development, city planning, public works, resource assessment and planning, etc.
  • Adaptable and self-motivated
  • Three (3) years’ experience in environmental project management
  • Three (3) years’ experience in water resource planning, data analysis, and technical report development

TARGET

  • Master’s Degree in Engineering, Geology, or GIS, or related field
  • Ability to identify data gaps, conduct analyses, and compose comprehensive documents to establish sustainable communities
  • Work with little or no supervision
  • Advanced knowledge and experience with scientific protocols/reporting, data analysis techniques and gap identification
  • Advanced experience with Geographic Information System (GIS) software and the development of layers from other data sources
  • Knowledge of federal and state water law, policies, and regulations
  • Experience in urban development planning, community development, city planning, public works, resource assessment and planning, etc.
  • Adaptable and self-motivated
  • Three (3) years’ experience with Oklahoma and federal water law, policies, regulations, public speaking and presenting
  • Five (5) years’ experience in water resource/urban planning, data recruitment/analysis, technical report development, and project management
