Organizational Setting


FAO Bangladesh assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.


Reporting Lines


The incumbent will work under the overall managerial administrative leadership and direct supervision  of the FAO Representative (FAOR) in Bangladesh,  guidance provided by the Lead Technical Officer (LTO) at FAO Regional Office for Asia and the Pacific, in close collaboration with the FAO-GEF Coordination Unit, and in coordination with the National Project Coordinator.


Technical Focus


The Consultant will focus on the development of the GCF & GEF project formulation/implementation working as part of a multidisciplinary in close collaboration with the Assistant FAO Representative Programmes, Project Managers, and Overall programme staff.


Tasks and responsibilities

  • Serve as technical leader of a multidisciplinary team and provide technical expertise or advice and project design guidance to project proponents in the identification and development of natural resource/environmental project proposals that address country priorities and further FAO and GEF (or other environmental and climate funds) strategic objectives, programme priorities and operational policies and procedures;
  • Provide technical guidance for the formulation of concept notes and project document for the Green Climate Fund (GCF) and Global Environment Fund (GEF) on reducing environmental degradation from brick manufacturing industries, strengthening capacity for monitoring environmental emissions under Paris Agreement and sustainable management of the Bay of Bengal Large Marine Ecosystems;
  • Liaise with relevant FAO departments at HQs and Regional Office for Asia Pacific, and related stakeholders i. e. line ministries, departments and research organization, and ensure proper communication and information sharing including the organisation and facilitation of meetings, consultation, and workshop;
  • Meet with the Government GEF Operational Focal Point and key executing partner(s) to discuss and confirm the scope of the projects, confirm PPG support and the level of resources to be allocated/dedicated to the project/programmes development and potential operational and financing arrangements;
  • Ensure the regular monitoring of the progress and guide to the realistic delivery, prepare and share relevant periodical reports, brief and presentation as per agreed requirements;
  • Guide the preparation of any pre-feasibility analysis;
  • Guide the preparation of the Project Result Frameworks, Theory of Change, Stakeholders engagement, propose and detail the final institutional arrangement for project execution and develop and finalize the detailed budget for the projects;
  • Finalize the monitoring issues and budget for the proposed project as per GCF and GEF format in close collaboration with National Project Coordinator and other team members;
  • Be directly responsible to complete GEF CEO Request, and supporting documentation complying with the GEF-7 Trust Fund results framework, the GEF-approved PIF, general FAO-GEF requirements;
  • Ensure the project documentations robustly address national and international requirements related to the Rio conventions with a particular focus on the United Nations Framework Convention on Climate change and the Paris Agreement;
  • Highlight innovation and sustainability aspects of the proposed project and potential for scaling up or replication and carefully highlight partnerships, and synergies supporting scale out of possible impacts (i.e. supporting national reporting from other priority sectors);
  • If/where applicable, outline how the project can best address socioeconomic issues such as gender and indigenous communities’ issues/ concerns (FAO and the GEF’s Free, Prior and Informed Consent -FPIC);
  • Support the FAO country office(s) to identify potential co-financiers and secure co-financing commitments by coordinating with Senior Environment Specialists;
  • Support implementation or GEF/GCF project in line with the FAO project cycle management
  • Perform any other task required.



Minimum Requirements

  • Advanced university degree in natural resources management, environment management, or natural resource economics, or in a field directly related to one or more of the following areas: biodiversity, climate change, energy, sustainable land, forest or water management.
  • Five years of relevant experience in one of the technical areas listed above.
  • Working knowledge of English and limited knowledge of one of the other languages of the Organization (Arabic, Chinese, French, Russian, Spanish).

Selection criteria

  • Excellent knowledge of GEF and GCF project formulation process;
  • Good knowledge of UNFCCC decisions, GHG inventory preparation, BURs, NDC, IPCC Guidance and Guidelines;
  • Excellent experience in project formulation and implementation for natural resources, climate change mitigation and adaptation and energy sectors;
  • Extent and relevance of knowledge and achievements in subjects relevant to climate change or monitoring of natural resources;
  • Demonstrated working experiences in developing countries;
  • Demonstrated initiative and ability to deliver results within deadlines.
