United Nations Development Program (UNDP) works to support the ongoing peace and confidence building process by promoting initiatives that encourage dialogue and cooperation between the communities of Cyprus.

The European Commission, as part of its support to confidence building measures, initiated a new "Support to the Bi-Communal Technical Committees Facility". This support facility will seek to enable cooperation and to build confidence with a view to contributing to a comprehensive settlement of the Cyprus issue.

The Bi-Communal Technical Committees were established by the leaders of the Greek Cypriot and Turkish Cypriot communities under the auspices of the United Nations, to address issues that affect the day-to-day life of people, through encouraging and facilitating greater interaction and understanding between the two communities.

Under the auspices of the Technical committee on Environment, UNDP is seeking 2 local Junior Technical Consultants to work jointly on a part time basis to support the development of a mechanism for exchanging island wide experiences and information between experts on environmental issues in Cyprus.

 

Under the overall guidance of the Programme & Communications Analyst and in collaboration with the Co- Chairs of the Technical Committee on Environment, the Junior Technical Consultants will carry out the following:

a) Production and development of content for the website including:

  • Setting up a database of Cypriot environmental experts to be featured in the website;
  • Oversee the development of the website;
  • Produce content for the website including information about island wide environmental issues;
  • Sharing of public information regarding the key outcomes from the environmental assessment visits both on the website and on social media;
  • Share regular updates and information about the work of the Technical Committee on Environment.

b) Carrying out of Environmental Assessment Visits:

  • Organize and implement 9 environmental assessment visits with key experts,
  • Organize visit completion meetings with key experts to stock take and asses the findings of each visit,
  • Assist in the identification and recommendation process of “priority areas”,

c) Production of reports and recommendations for addressing island wide Environmental issues:

  • In close consulation with the the members of the Technical Committee produce draft technical reports with the findings from the visits including recommendations.
  • Work closely with the members of the Technical Committee to produce project concept notes on the “priority areas”

Deliverables

  • Database with Cypriot environmental experts
  • Draft content for the website projecting island wide environmental issues.
  • Draft reports with key outcomes resulted from the environmental assessment visits
  • Sharing and monitoring information regarding key outcomes, emerged from the Environmental Assessment Visits
  • Sharing and monitoring information regarding the work and activities of the Technical Committee on Environment
  • Complete 9 environmental site visits (preselected areas of high environmental impact),
  • Organize meetings with the Task Force members and presentations of observations/findings resulted from the environmental site visits
  • Draft technical reports based on findings from the site visits, demonstrating island wide environmental issues.
  • Support the preparation of draft project concept notes, based on conclusions and findings from the site visits.

Education:

  • University degree in an Environmental discipline (Biology, Environmental Science, Environmental Engineering, Ecology)

 Experience:

  • At least 4 years of graduate work experience in any discipline.
  • At least 12 months relevant work experience in any environmental discipline.
  • Experience in project monitoring, events management and organization, PR & Communication will be considered an asset.
  • Knowledge of the Cyprus Environment is an asset.
  • Experience in working in bi-communal projects will be considered an advantage.

Language Requirements:

  • Fluency in English, written and spoken.
  • Knowledge of Turkish is mandatory.

Other requirements:

  • Nationals or others legally authorized to work in Cyprus.
  • Valid driving license.
  • Ability to travel to environmental sides island wide.

Application:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • CV: Submission of CV
  • References: Contact details of 3 references.
  • Financial Proposal: The expected assignment will be on a part time basis, 10 days per month for the first three months, and 6 days per month for the following nine months. The applicants are requested to submit a financial proposal (daily fee) in Euro for up to 84 working days. A working day will be calculated as 8 hours in total - half an hour break and 7.5 hours of work) that could be pro-rated to the actual hours works, and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services. Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Transportation to and from the “Field Visits” will be provided by UNDP for the Junior Technical Consultant and the project Task Force. Please note that consultants will need to provide their own lap top for working purposes.

Evaluation / Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review and interview) – 70% of total evaluation– max. 70 points

CV review: 30 points:

  • Educational qualification as defined in the ToR (15 points)
  • Experience as defined in the ToR (15 points)

Only candidates who obtained at least 70% of points from the CV review (who will score at least 21 points) will be eligible to be invited for an interview.

Interview/Written Test (written test is optional): 40 points

  • Relevant work experience: (10 points)
  • Experience in facilitating teams and bicommunal projects: (15 points)
  • Knowledge of the Cyprus Environment: (10 points)
  • Communications and interpersonal skills: (5 points)

Only those individual consultants who obtained at least 70% of points from both the CV and interview (49 out of 70) will be considered for financial proposal evaluation.

Financial Criteria - 30% of total evaluation – max. 30 points.

Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].

UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

Monthly payable upon submission of the monthly, certification of payment form, time-sheet and the monthly report upon approval of UNDP.
