Country Context

CRS has been supporting program activities in the DRC since 1961 and has long-standing relationships throughout the country with church and non-church partners and communities. The DRC country program has a diverse funding base with projects in nutrition, community health, OVC, food security and agricultural livelihoods, microfinance (SILC), WASH, and emergency response. CRS/DRC currently has more than 170 national and 20 international employees and a FY19 budget of over USD 23 million.

Although the DRC is one of the most freshwater-rich countries in Africa, the water and sanitation sector is defined by very low access rates and strong disparities between urban and rural areas, major cities and peri-urban areas.

In the DRC, 74.8% of the country's urban population live in slums (considered peri-urban areas). Basic water facilities are available to only 52% of DRC's population, and less than 29% have access to basic sanitation which is below sub-Saharan regional averages of 68% access to clean drinking water and 30% access to sanitation. In urban areas, this combination of factors has led to a "low level equilibrium," characterized by low tariffs, low consumer expectations regarding service quality, and low consumer willingness to pay - which in turn creates a disincentive for increased government funding for the sector. Compounding the problem, the unprecedented increase of urban population has undercut the impact of new investments and triggered the challenge of maintaining current levels of infrastructure.

Job Summary:

To address the problems listed above, CRS will work in consortium with international and national NGOs and private sector partners on an anticipated USAID-funded Sustainable Peri-urban Water and Sanitation Services program in the DRC. The program will use local and market compatible approaches, promote iterative learning to support sustainable delivery of WASH services, increase collective capacity of local governments, communities, civil society and other organizations to leverage private investments and test solutions from a menu designed to address key constraints to peri-urban water and sanitation service provision. CRS-led activities will include developing low-cost sustainable water supply service models, identifying financing needs and options at the water service level (building on the Azure model developed by CRS in Central America), and engaging with civil society organizations for payment.

As Project Director, you will provide overall leadership to the project team and be responsible for the overall management of CRS' component of the project, including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You are responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. As a senior leader, you will proactively manage security and mitigate security risks.

Job Responsibilities:

  • Lead the development, implementation and consolidation of the Sustainable Peri-urban Water and Sanitation Services program. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact to the project consortium's lead organization as well as certain public, private and non-government stakeholders.
  • Ensure strategic objectives and results are accomplished and meet quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and recruitment process of senior staff
  • Coordinate with M&E staff to oversee the implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
  • Manage and mitigate risk. Ensure compliance with USAID contracting and reporting to the Prime Recipient and USAID.
  • Coordinate relationships with consortium partner organizations. Contribute to coordination of roles and activities of staff from consortium member organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

Typical Background, Experience & Requirements:

Education and Experience

  • Master's degree in International Development, International Relations or a related field.
  • At least 5 years of experience managing large scale development grants, with particular experience in water/sanitation financing and governance being a plus.
  • Proven track record of successful USG funded program management, including management of multi-activity projects, complicated logistics and large budgets, as well as commodities.
  • At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.
  • Knowledge of CRS Partnership strategy and Partner management experience an advantage.
  • Knowledge and experience with the financial sector, private enterprise, or microfinance institutions
  • Professional experience in the water and sanitation sector is a plus, but not required.
  • Prior experience working in the Central Africa region, preferred.
  • Excellent report writing skills.
  • Excellent knowledge and experience in budget management and project management.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.

Required/Desired Foreign Language English fluency and Advanced French proficiency

Travel Required Position is based in Kananga or Mbuji Mayi, DRC, with some travel to Kinshasa.
