Background/Rationale for the Assignment


South Sudan has some of the lowest rates of access to safe water and sanitation in the world. Only 50 per cent of the population has access to basic water supply and 10 per cent have access to basic sanitation (JMP, 2017).

The protracted crisis in South Sudan has seen an increase in rural-urban population migration. As population groups move to safer locations in the urban areas including Protection of Civilian (POC) sites, the need and urgency to provide safe water has continued to increase significantly, putting pressure on the existing barely functional system. UNICEF with funding from the KfW is thus implementing an urban WASH programme in Juba to provide water to POC sites and un served areas in Juba as well as urban residents in Yei, Yambio and Torit

The main hardware component of the programme include the following:

• Construction of water intake, treatment plant, storage reservoir, distribution network, electro mechanical equipment and water kiosks for residents of Juba and also for Protection of Civilians (POC) sites

• Construction of storage reservoirs, water treatment plant rehabilitation, spring development, pipeline extension upgrades, water kiosk and boreholes and solar system in Torit, Yambio and Yei

•  Construction of water points and latrines in schools and health centers

The construction activities in Juba are ongoing under the technical supervision of a consultant engineering firm. Procurement of an engineering firm for works design and supervision in Yei, Torit and Yambio is being concluded.

Due to the high volume of work required and tight timeline required to ensure delivery of water, UNICEF requires additional technical staff to effectively implement the urban WASH programme.

 UNICEF is now developing an Urban WASH team to ensure high quality assurance and effective implementation of the engineering aspects of the programme and thus seeks the services of an experienced civil/sanitary engineer to join its team.


Considering the highly specialized nature of the works to be carried out under the urban WASH programme, specific in-house engineering expertise is required to monitor the implementation the works, advise on required changes and corrective actions and to coordinate with the Engineering Consulting Firm(s) in charge of the technical supervision of the rehabilitation of water and sanitation systems

It is therefore proposed to acquire the technical services of an experienced WASH Engineer for a period of 242 days from 21 September 2019 to 20 August 2020 to cover the above indicated functions. 

Purpose, Main Tasks & Expected Results


The Engineer will work closely with the engineering consulting firms of the programme, ensuring transparency, technical quality assurance and economic value in all engineering aspects of the programme, including planning, design and monitoring of construction works.

The Engineer will also ensure that activities being implemented will achieve the objective of improving access to water and sanitation and service levels in the target towns and that sustainable approaches are adopted.

The selected candidate will work under the direct supervision of the WASH Manager (Urban), providing specialized technical skills and capacity as well as liaise and support the WASH section, including field office locations on urban WASH infrastructure

Main Tasks

The Engineer will be based in Juba with field visits to project sites in the field. The Engineer position is a highly technical position and will be required to undertake detailed and thorough analysis and review of all construction related works and documentation and provide objective and sound feedback/information for UNICEF’s use and decision making

The consultant is expected to perform the following specific functions/tasks:

Planning and Design

1. Provide technical inputs into the water project feasibility and designs by the consultant for Yambio, Yei and Torit and ensure due consideration for value for money, environmental, social and gender safeguarding

2. Undertake technical and financial review and make inputs in the process of pre-qualification, tendering, evaluation and awarding of works Contractors in collaboration with the Engineering Consulting firm

3. Contribute to inputs on sustainability initiatives for the constructed works including development of Water Utility Business Plan

Monitoring and Quality Assurance

1. Provide inputs to the consultant(s) to ensure good performance of the assigned tasks; review all files prepared by the consultant(s) (technical reports, drawings and specifications for bidding document, cost estimates and bill of quantities, tender documents, specifications, payment certificate) ensuring technical soundness, computational accuracy and compliance with international and national standards and norms

2. Coordinate with Engineering Consulting Firm, Contractors and other related stakeholders for the technical clearance and certification of payment certificates and advice UNICEF for final disbursement of payment.

3. Review all submissions for works variations, develop payment tracking system and verify that all payment requests meet the terms and conditions of the contract

4. Assist in the review and ongoing evaluation of the technical, institutional and financial feasibility and constraints of the project in coordination and collaboration with government and other partners

5. Ensure consultant’s adherence to proper construction quality control and monitoring systems throughout the construction and defects period

6. Undertake assessment and monitoring visits (schedule to be determined at a monthly basis) and advice implementing partners / contractors to ensure works are implemented in line with appropriate standards and specifications and provide guidance for corrective actions as required.  This includes quality check on materials and equipment as part of the implementation of the town level interventions.

7. Review monthly reports and monitor the work of the Engineering Consultant Firm and Contractors

Communication and Data Management

1. Participate in technical meetings and field visits with consultant and contractors and other stakeholders as required

2. Collate and provide construction programme information and data as required for evidenced based decision making, donor request, progress report and development of knowledge products such as Field Notes and Journal Articles

3. Respond to request for clarification/information on design and construction from the donors

4. Undertake other tasks relating to urban WASH construction as requested by UNICEF needed to ensure the objectives of the Urban WASH construction project are met


The consultant will closely coordinate and work together with other members of UNICEF Urban WASH and other teams within UNICEF as well as with Engineering Consulting Firm(s), Water Utilities, Contractors, National, State and Local Governments and other relevant parties for the undertaking of the above referred activities.  The methodologies applied for this consultancy will include but not be limited to the following:

-  Coordination meetings between UNICEF, Engineering Consulting Firm, Contractors and/or National/State/Local Authorities as required

-  Desk review of technical documentation such as design reports and specifications, Bill of Quantities progress reports, payment certificates among others.

-  Field visits to target towns to monitor implementation of works, commissioning of completed works, resolving technical issues at field level. Field visit will be undertaken on the approval of the supervisor of the consultancy

- Preparation of various technical documents related to the implementation of the programme, including inputs for various UNICEF internal documentations, progress update reports, technical briefings for donor reporting, high level monitoring visits, etc.

Qualifications and Competencies

The assignment is aimed at P3 Level resource

Education Requirements

Advanced University degree in civil or sanitary engineering or eight years equivalent engineering experience plus bachelor’s degree in lieu of a master’s degree. Membership of relevant professional bodies at regional and /or national level will be an advantage

Working Experience and Profile

At least 5 years of demonstrated experience in the design, monitoring and supervision of construction of urban water supply systems, including conventional water treatment plants

Demonstrated experience of contracting process for civil works, including preparation of BOQ, tender documents, bid adjudication and award and familiarity with FIDIC conditions

Knowledge of current best practice in the urban water supply sector

Excellent computer skills including internet navigation and various office applications, including knowledge of AutoCAD and MIS/GIS applications

Possess drive, initiative and ability to effectively collaborate within team

Should be result oriented and possess good analytical and communication skills.

Demonstrate the ability to work in a multi-cultural and international environment and establish harmonious and effective working relationships both within and outside the organization

Previous experience of similar assignment with UN agencies an advantage; knowledge of UNICEF contracting, and forms of construction contract an asset


The consultancy duration consists of a total of 242 working days starting 21st September 2019 to 20th September 2020.

The consultant will present a bi-monthly report detailing the activities undertaken and specific deliverables submitted during that period.  The report will document progress on design, supervision and construction works and will also include findings and recommendations on field visits. Specific reports and deliverables that are required to meet the project outputs may be required at other points outside the milestone submission period as per emerging programme requirement

The milestones of the consultancy will be attached as annexes to the bi monthly report.

Annexes including milestones will be related to the consultancy tasks (e.g. progress reports, payment certificates, etc.) depending on the requirements of the programme and based on the implementation of the works. Annexes will also include: Reviewed design reports, BoQs, adjudication reports, payment certificates, technical briefings among others.

The work must be documented with:

             Bi monthly report submitted in hard and electronic copy, including electronic copy of the deliverables submitted during the month.

             Interim deliverables to be presented in printed and/or electronic copy, as per required.

             At the end of the consultancy, consultant should submit an archive on electronic copy of all documentation processed.

Duty Station and Official Travel

Proposal Submission

Interested candidates are required to submit a technical and financial proposal respectively

The documents for the Technical Proposal should include:

•             Resume/CV including relevant experience/specific role in undertaking similar assignments, education/other trainings, references, etc. – no more than 4 pages

•             Description of other similar assignments undertaken during the last 5-10 years including name of the project, location, name and contact details (e-mail and telephone) of the client, implementation period, cost of the project and scope of services – no more than 4 pages. UNICEF reserves the right to contact referees provided.

•             Proposed approach, methodology and workplan in response to successful complete this consultancy; no more than 5 pages

•             The consultant is free to make inputs into the TOR which in his/her view will add value to the assignment.

The Financial Bid should comprise the full cost of delivering the task, including:

•             Detailed budget including (but not limited to) consultant fees, transportation (travel to Juba from home country. These costs should not exceed internal UN rates.

•             Daily Subsistence Cost (DSA) which should not exceed UN rates

•             Other related costs, if any (please specify)

•             UNICEF will cover the transport and DSA cost of any in country field visit that may be required

Travel Clause

•             All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.

•             All travels shall be undertaken only upon the prior written approval by UNICEF.

•             The eligible maximum amount for travel is specified in the contract.

•             The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.

•             Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.

Nature of Penalty Clause in Contract

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld.  UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet
