The San Juan Bay Estuary Program (Estuario) is a private non-profit organization in charge of restoring the quality of the waters in the San Juan Metropolitan Region. Estuario will be supporting the municipalities that are part of the San Juan Bay Estuary watershed make substantial upgrades to its storm sewer systems. Storm water runoff in the study area of the San Juan Bay Estuary is collected through separate storm sewer systems and is discharged into local waterways. When rain falls on roofs, streets and parking lots, the water cannot soak into the ground and carries trash, bacteria, heavy metals and other pollutants into streams, threatening public health. In addition, property and infrastructure can be damaged by storm water runoff due to erosion.

The Estuario expects to support the municipalities through green infrastructure projects. Specific projects will be guided by a Green Infrastructure Master Plan in the SJBE watershed. The Green Infrastructure Master Plan will incorporate architectural planning and design at several different scales, following the participatory-process model. It seeks to identify and access financial and technical resources in order to promote the concept of green infrastructure and to implement it at state and municipal levels.

The San Juan Bay Estuary Program (Estuario) is seeking highly motivated, flexible and creative thinker to join Estuario’s efforts in rebuilding a resilient San Juan Metropolitan region as Green Infrastructure Coordinator. The ideal candidate will have a strong understanding of stormwater management related to improving water quality and/or reducing flood risk, and functional green infrastructure planning and design to support a wide range of project activities, including development, analysis, review, and implementation of green infrastructure. This position will be expected to work with other state government agencies, municipalities, residents, property owners, businesses, members of the community, non-profits, and other agencies.

JOB DUTIES AND RESPONSIBILITIES:

  • Coordinate the development of a Green Infrastructure Master Plan for the San Juan metropolitan region.
  • Develop and lead the work plan for functional green infrastructure.
  • Provide coordination, planning, design development and process oversight for functional green infrastructure for capital projects.
  • Prepare reports; make presentations and recommendations to the Executive Director and Project Manager for their approval/disapproval.
  • Coordinate with state agencies (PRASA, DRNA, DTOP, others) and municipalities to facilitate the inclusion of green infrastructure in capital improvement projects where appropriate.
  • Serve on or lead various planning or design teams working on the development of capital improvement projects.
  • Coordinate urban design workshops around areas of Estuario’s priority or opportunity.
  • Proactively shape, represent and manage Estuario’s interests with regard to achieving high quality urbanism on identified priority opportunity sites and initiatives.
  • Facilitate communication between Estuario and its partners and stakeholders.
  • Review, comment, and actively provide advice on restoration and reconstruction design plans.
  • Clearly articulate the Estuario’s vision for green infrastructure, and the rationale for when and where functional green infrastructure is planned.
  • Prepare and present annual reports to track the implementation of Estuario’s storm water initiatives.
  • Build and maintain positive relationships with all watershed management organizations within the San Juan Bay Estuary watershed.
  • Identify project coordination opportunities to align asset management and storm water management/flooding priorities.
  • Identify framework for localized greening sponsorships opportunities
  • Assist with community and stakeholder outreach in project development for capital improvement projects including graphical layouts, presentations, and renderings.

REQUIRED QUALIFICATIONS:

MINIMUM EDUCATION:
Bachelor’s degree in Planning, Urban Design, Architecture, Landscape Architecture, Engineering, Environmental Sciences, or related field or equivalent.

MINIMUM EXPERIENCE:
Five years of professional experience in engineering, landscape architecture, urban design, environmental sciences, or a related field which has included exposure to the practices and procedures of the phases of urban design projects, storm water management and design.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Well versed in innovative storm water management.
  • Functional experience in designing storm water BMPs.
  • Background in soil science, botany, and urban forestry.
  • Strong technical and graphic skills on standard design, planning, and presentation software platforms, for example ArcGIS, AutoCAD, Sketch Up, Rhino, the Adobe Suite, and Microsoft Office Suite.
  • Experience designing and implementing projects in an urban setting with multi-disciplinary teams.
  • Good negotiator and problem solver, with experience in a fast-paced work environment.
  • Strong oral, written, and graphic communication skills.
  • Strong awareness of and experience with implementation-based strategies and methods.
  • Ability to collect, compile, analyze, and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively.
  • Ability to work in a collaborative, team-based environment.
  • Experience with grant applications, management, reporting, evaluation and/or administration.
  • Ability to prioritize time efficiently, work independently and manage competing priorities.
  • Provide coordination, planning, design development and process oversight for functional green infrastructure.
  • Strong awareness of and experience with implementation-based strategies and methods.
  • Ability to collect, compile, analyze and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively.
