Purpose of the Assignment:

The Government of West Bengal (GoWB) is implementing flagship programs of National Rural Drinking Water Programme (NRDWP) and Swach Bharat Mission (Grameen) (SBMG) with a vision of safe and adequate water supply through community and HH connection, access to household, institutional and community sanitation in rural areas of the State.

There has been a strategic shift in the onus of managing resources from implementers to consumers, i.e. from community led total sanitation drives to enhancing direct communities’ involvement and ownership though VWSCs for rural water supply management systems. In order to maximize the benefits of this transition, stakeholders at all levels need adequate knowledge, desirable attitude and correct practices
Thus, communication gaps need to be identified and addressed through evidence based appropriate interventions in order to develop effective and efficient Communication Plans.

UNICEF as a lead development partner in West Bengal focuses in supporting and strengthening positive WASH behaviour and practices for sustaining gains accrued through programmatic interventions. As otherwise, infrastructural facilities provided will remain ineffective unless supplemented by appropriate practices, changing behaviour and developing positive social norms for the usage of these services.

UNICEF Office for West Bengal will provide technical assistance to nodal Departmental partners of P&RD and PHED to support strengthening IEC SBCC components of respective flagship programs of SBM (G) and NRDWP, support development of State specific IEC Plan for Water Safety and & Security, support monitoring and quality assurance of UNICEF supported Implementing Partner’s activities for ODF Plus Communication Strategy , toolkit development and its rollout, strengthen IEC planning, spending and monitoring at State and District levels.

Basic objectives:

The objective of this Technical Assistance is to:

  • Support quality assurance of the ongoing ODF Sustainability and Plus Communication Strategy, Toolkit development and roll out.
  • Revisit the Drinking Water and Advocacy Communication Strategy (DWACS), prepare communication needs assessment for the water sector and prepare an evidence-based State IEC & SBCC plan for Water Safety and Security
  • Strengthen capacities of state nodal Depts. of P&RD and PHED for improved IEC & SBCC budget planning, implementing and monitoring.
  • Provide support to the WASH and C4D Specialists with the ongoing implementation and monitoring of the SBCC strategies of the WASH section and IEC budget analysis
  • The TA will also extend support to assess communication needs requirement of WASH in Institutions and will work in close coordination with other State level WASH Consultants in the areas of Water, Sanitation and WASH in Institutions.

Major tasks

  1. Review current implementation status of state Drinking Water Advocacy and Communication Strategy (DWACS) in state context and prepare communication needs analysis through a consultative process with PHED State and District officials for PHED and develop a report.
  2. Support PHE in planning and mainstreaming of communication activities and funds in State AIP.
  3. Develop comprehensive State Communication Plan with a proposed communication toolkit for Rural Drinking Water. Identify key Technical messages and channels of communication
  4. Support dissemination of State Communication Action plan through state level workshop for all District PHE Directorates.
  5. Hand hold roll out of District Drinking water IEC Action plans in focus districts
  6. Support PHED to develop additional/new communication materials.
  7. Support UNICEF engaged agency in the delivery and quality assurance of key tasks related to development of Communication strategy and toolkit for ODF Sustainability and Plus components.
  8. Review IEC budget analysis for SBM (state/district level) and develop bi monthly fact sheets
  9. Integrate ODF S and Plus Communication initiatives in District AIPs and Monitor progress in two UNICEF supported districts.
  10. Support P&RD and one UNICEF supported District to develop State/District Resource Teams on Communication for ODF S and Plus
  11. Support State and two focus districts to integrate ODF S and + Communication components during special days and campaigns
  12. Support P&RD for coordination with Inter Faith Alliance/media network for public discourses and engagement around WASH issues

Deliverables:

  1. Review current implementation status of state Drinking Water Advocacy and Communication Strategy (DWACS) in state context and prepare communication needs analysis through a consultative process with PHED State and District officials for PHED and develop a report.
    • One day Consultation with different Stakeholder groups
    • Field visit to GPs
    • Review existing IEC materials
    • Identify key communication gaps & draft Communication Needs analysis report
  2. Support PHE in planning and mainstreaming of communication activities and funds in State AIP.
    • State communication action plan incorporated into State AIP
  3. Develop comprehensive State Communication Plan with a proposed communication toolkit for Rural Drinking Water. Identify key Technical messages and channels of communication
    • State Communication Plan for Rural Drinking Water developed inclusive of drinking water focused communication toolkit, convergence and monitoring framework
  4. Support dissemination of State Communication Action plan through state level workshop for all District PHE Directorates
    • Conduct one state workshop on key components for developing District Communication action plans for rural drinking water
  5. Hand hold roll out of District Drinking water IEC Action plans in focus districts
    • Field visit to three focus districts for monitoring and review of IEC action plans  
  6. Support PHED to develop additional/new communication materials.
    • Support PHE in developing communication materials and creatives required
  7. Support UNICEF engaged agency in the delivery and quality assurance of key tasks related to development of Communication strategy and toolkit for ODF Sustainability and Plus components
    • Monitor and provide necessary support to Agency & ensure quality of deliverables as per listed activities. Submit Reports
  8. Review IEC budget analysis for SBM (state/district level) and develop bi monthly fact sheets
    • Six bi monthly Fact sheets on IEC Fund analysis
  9. Integrate ODF S and Plus Communication initiatives in District AIPs and Monitor progress in two UNICEF supported districts
    • Half yearly monitoring Reports and District Plans of Action 
  10. Support P&RD and one UNICEF supported District to develop State & District Resource Teams on Communication for ODF S and Plus
    • Facilitate Training of State & District resource teams and submit reports
  11. Support State and two focus districts to integrate ODF S and + Communication components during special days and campaigns
    • Design Communication campaigns and submit reports on implementation
  12. Support P&RD for coordination with Inter Faith Alliance/media network for public discourses and engagement around WASH issues
    • One Consultation with report

Qualification or specialized knowledge/experience required for the assignment

  • Master’s Degree in Social Sciences/Communication from a recognized University/Institution.
  • Minimum five to eight years’ of experience of communication in the development sector with focus on WASH and health
  • Proven skills in communication, networking, advocacy and negotiation.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Excellent knowledge of the WASH sector
  • Expertise in in social marketing and social mobilization
  • Good track record demonstrating managerial skills and experience in administration of Public Health programs
  • Knowledge of prevailing rules and regulation of the Government of West Bengal, the Panchayati Raj Act and UNICEF
  • Knowledge & command over Bengali, Hindi and English spoken and written languages
  • Computer skills, knowledge of MS-Word (Word, Excel, and Power-point) is necessary.
  • Excellent documentation and communication skills
