U.S. citizens: Environmental Protection Specialist
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
The incumbent serves as an Environmental Protection Specialist in the Water Quality Division, Office of Natural Resources. The mission of the Water Quality Division includes assuring compliance with the District’s MS4 NPDES permit and other Federal obligations and, by doing so, protect its watersheds from stormwater and other sources of pollution. The incumbent serves as an environmental protection specialist with responsibilities for implementing water quality programs in the District of Columbia.
DUTIES AND RESPONSIBILITIES
The incumbent will support the ongoing development of the District’s Consolidated Total Maximum Daily Load (TMDL) Implementation Plan for the Anacostia and Potomac Rivers, and Rock Creek. Tasks include compiling data, performing technical analyses, developing modeling and planning documents, coordinating support from other agencies of the District of Columbia and the Federal government, as well as supporting Annual MS4 and Chesapeake Bay TMDL reporting requirements.
The applicant should have a strong understanding of urban water quality challenges, stormwater pollution policy, TMDLs, green infrastructure technology, monitoring and data analysis, experience working with large project teams (including contractors and consultants) and the ability to communicate with a diverse group of citizens, businesses, environmental groups and other stakeholders.
QUALIFICATIONS AND EDUCATION
Must possess at least one (1) year of specialized experience equivalent to the CS-11 grade level. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Bachelor's Degree in Engineering, Civil, Environmental, and Water Resources or other related field AND at least one to three (1–3) years of relevant training and/or work experience that demonstrate equivalent to the CS-12 grade level in the District of Columbia government service.
LICENSE AND CERTIFICATION
A valid Driver’s License is required.
Work is in a controlled environment and requires following basic safety precautions.

This position is a 13 month Career Service Term Appointment (CS).
