BACKGROUND / RATIONALE

Social andBehaviour Change Communication (SBCC) is considered to be a critical input to meeting objectives of Government of India’s national flagship programmes and the Sustainable Development Goals (SDGs) through its focus on influencing behaviours and social norms and generating demand for services. It also provides a key strategy in reaching out to excluded groups and ensuring their participation in government-sponsored programmes.

UNICEF, under its Country Programme 2018-2022 has agreed to collaborate with respective departments of state governments of Andhra Pradesh, Telangana and Karnataka to provide technical support to achieve results under programmes related to children and women.

The position will support C4D Specialist and relevant programme team in UNICEF; government departments and; other agencies in Andhra Pradesh, Telangana and Karnataka in Social and Behaviour Change Communication (SBCC) related to Water, Sanitation and Hygiene. For better convergence, coordination and cost efficiency, this position will liaise with all the three above mentioned three states. The proposed position will provide strategic technical support for C4D on WASH issues along with augmenting internal capacity of the relevant department/s in managing C4D. The Consultant will work closely with respective departments, training institutes, NGOs and professional agencies to provide technical support and facilitate convergence of SBCC activities among relevant stakeholders.

PURPOSE OF ASSIGNMENT

To provide technical support to UNICEF, state governments in Telangana, Andhra Pradesh and Karnataka and other agencies in Social and Behaviour Change Communication (SBCC) on WASH

OBJECTIVE/S

Month 1 - 6

  • A secondary analysis (gender disaggregated where possible) of data pertaining to WASH from at least 3 latest surveys / studies for Andhra Pradesh, Telangana, Karnataka completed
  • A plan for quantitative research and qualitative study to supplement behavioral and cultural data on WASH for the select districts (maximum 6) / states (maximum 3) developed
  • Stakeholders’ consultation with participants from the three states designed and organized to prioritise: (a) WASH issues to be addressed through SBCC, (b) services and schemes to be promoted and (c) behaviors and social norms to be influenced (d) SBCC approaches and platforms to be employed  

Month 7 - 12

  • State and district stakeholders from Andhra Pradesh, Telangana and Karnataka have knowledge and skills in SBCC (SBCC planning, implementation and monitoring)
  • Evidence based SBCC plans developed and finalized for identified districts in Andhra Pradesh
  • Evidence based SBCC plans developed and finalized for identified districts in Telangana
  • Evidence based SBCC plans developed and finalized for identified districts in Karnataka

MAJOR TASKS TO BE ACCOMPLISHED

  1. Conduct secondary analysis of data pertaining to WASH from at least 3 latest surveys / studies for AP, Telangana, Karnataka and identify relationship with behaviors and social norms, if any. Consider data from national surveys / studies in India in case state specific secondary data not available for certain issues/areas. Highlight unique characteristics applicable for specific groups based on socio-economic levels/literacy levels/ethnicity/migrants etc.
  2. Develop a plan for quantitative research and qualitative study to supplement behavioral and cultural data.
  3. Design and organize stakeholders’ consultation with participants from the three states to prioritise: (a) WASH issues to be addressed through SBCC, (b) services and schemes to be promoted and (c) behaviors and social norms to be influenced (d) SBCC approaches and platforms to be employed
  4. Develop a plan and conduct state wise capacity building workshop/s for state and district stakeholders in SBCC planning, implementation and monitoring from Andhra Pradesh, Telangana and Karnataka
  5. Work with district stakeholders for SBCC planning for the identified districts in Andhra Pradesh, Telangana and Karnataka
  6. Develop and finalize evidence based, costed SBCC plans for identified districts in Andhra Pradesh, Telangana and Karnataka.

OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)

Travel will be to different districts in the three states – Andhra Pradesh, Telangana and Karnataka.

ESTIMATED DURATION OF CONTRACT (PART TIME / FULL TIME)

January 2019 – December 2019 (11.5 months)

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT (Please use as applicable)

  • Post Graduate degree or diploma in Sociology / Psychology / Anthropology / Management / Development Communication / Mass Communication.
  • Six to eight or more years of experience in development sector at technical/managerial position at state or regional level in programme management including coordinating, planning and monitoring of activities and/or designing training programmes especially related to interpersonal communication skills, community mobilization, SBCC planning etc.
  • Understanding of concepts of Adult Learning, Social Mobilization, IPC and communication research
  • Understanding of electronic media, TV / radio programming and media planning
  • Understanding of execution of on the ground and outdoor communication activities (folk, video van, wall painting, hoarding etc.) through vendors and implementing agencies     
  • Skills in undertaking training need assessment, developing training materials and plans
  • Understanding of government systems and flagship programmes (NHM, SBM, POSHAN Abhiyaan, ICDS, ICPS, SSA) will be an added advantage
  • Ability to effectively manage relationships with government officials and other development partners and to work as part of a team.
  • Fluency in English, Hindi and local language (both written and verbal)
  • Must be independently and fully set up to perform all duties from his or her own private / home office
  • Computer literacy essential

TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)
Technical evaluation: 80%;                   
Financial evaluation: 20%
