Background

Yemen is locked since 2015 in a violent protracted conflict between the government, supported by Saudi-led multinational collation, and those allied to the Houthi rebel movement. In areas under the control of the internationally-recognized Government, political instability and spread of terrorist groups have also occasioned secondary conflicts, disruption and destruction.

Violence and instability has reached almost all Governorates and greatly impacted peoples’ livelihoods and access to basic services such as healthcare, education, supply of safe water, sanitation and waste management. The situation is further exacerbated by 21,000 IDPs from different Governorates and 5,391 IDPs from Hodeida putting added pressure on infrastructure and services.

State institutions responsible for basic services are greatly handicapped by difficulty in salaries payments, lack of revenues and running budget, making it unable to respond beyond basic functions and not adapted to dealing with surge in needs occasioned by the crisis.  Worse, war-time destruction, looting, vandalism and losses, the continued absence of investments puts these service providers resilience to the test and place them on the brink of collapse with failing equipment, crumbling infrastructure. Up to 60% of Cleaning fund capacity in Aden has been depleted.

Adding to that the city suffered great influx of IDPs from the rest of the country that is still undergoing armed conflict. These and workers returning from Saudi Arabia following change in guest workers legislation puts additional pressure on infrastructure and services.

The Fund is left with very few unreliable trucks to manage about 750 tons of waste daily. In Mukalla 112 tons are managed with only 27 staff and little equipment. Cleaning fund also deals with war debris and construction debris (which reached about 920,000 cubic meters of new waste in the recent period) obstructing streets and storm water accumulation. According to global statistics and standards, the Cleaning fund and its depleted assets is currently physically incapable to cope with its workload. (CF internal needs assessment, 2018). In the absence of predictable payroll and operational budgets, the Cleaning Fund is also unable to secure the salaries of its approximately 3,900 street cleaners in a stable and sustainable manner. Military operations and new military camps are also reducing the daily access to the city main landfill, further complicating CF operations.

The objective of Crisis Support to Solid Waste, Water Supply and Sewage Institutions in Aden and Mukalla project is to make two essential service institutions located in two major cities more resilient to the multiple vulnerability they are facing (financial, planning, maintenance and management of aging and reduced fleets). The impact of the improved and sustained solid waste and waste water management and water supply in the two cities will be the reduction of epidemics, improve general Human security and peace dividends that will contribute to stabilize these important areas of the country.

Duties and Responsibilities

Under the supervision of the WASH Project Manager, the WASH and Solid Waste specialist will be responsible for:

1) Main duties  

  • Review and update the work plan for effective implementation of the WASH Project including the Establishment, Rehabilitation of infrastructures for the Clean and Improve the City Fund /Cleaning fund (CF) and Public Corporation for Water and Sewerage (PCWS) in Al-Mukalla and WASH Institutional Strengthening Project funded by the Government of the Japan;
  • Review and provide inputs to water and sanitation designs;
  • Carry out technical supervision of the design activities and construction works in of target partners CF and PCWS;
  • Support development, planning and implementation of activities aiming at improving sustainability of provide safe drinking water to the poor community thus improve the quality of life;
  • Support to improve government’s facilitation, regulation, and planning of basic water and sanitation services and hence improve the operation and maintenance of WASH facilities;
  • Support project management works with stakeholders and partners (NGOs, private consultants, and contracting companies);
  • Assist in determining capacity gaps and support capacity development of government and/or non-governmental partners in close coordination with other donor partners;
  • Review and provide inputs on WASH Project related M&E activities to track progress and evaluate results. The WASH specialist will work on methodology for baseline studies, monitoring tools, technical assessments for WASH infrastructure and hygiene practices at the community level;
  • Participate in the requests for project materials; undertake technical verification of project materials upon delivery and organize for branding where necessary and also call for distribution to the beneficiaries.

2) Implementing

  • Mobilize competent national and international experts needed;
  • Prepare Terms of Reference (ToR) for required inputs (individual and institutional consultancy services, the procurement of goods, organization of training, seminars, etc.), with expert technical support as required;
  • Follow-up and ensure that required inputs are processed in a timely and transparent manner and attest to the timeliness of submission and the quality of goods and services procured for the project;
  • The WASH specialist maybe required undertaking additional roles for other projects in the same geographical area, and other relevant-duties as required by the supervisor;
  • Advice on quality control of all Sanitation activities - travel regularly to all the rehabilitation sites assessing situation and M&E procedures.

Required Skills and Experience

Education:    

  • Master Degree in engineering, international development or environmental studies; economics; or related disciplines is required.

Experience:    

  • Four years of professional development experience in the WASH sector including experience in emergency response and contingency planning;
  • Bachelor degree in combination with 6 years of relevant experience will be accepted in lieu of master degree;
  • Ability to work collaboratively and operate effectively across at least three of the following thematic areas: Solid Waste Management, Primary Waste Collection, Integrated Solid Waste Management, Recycling Projects, Waste-to-Energy, the Green Economy, Climate resilient development, gender mainstreaming;
  • Ability of promoting constructive dialogue between diverse stakeholders and of communicating clearly and respectfully at the highest levels of government and with civil society required;
  • Analytical and conceptual ability; demonstrated understanding of survey design and social research methods to understand hygiene and sanitation behavior change;
  • Experience in conducting capacity development in WASH at the local and sector levels;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
